After 5 years of the hustle and bustle of the Egyptian parliament leadership, Dr. Ali Abdel-Al found himself being led into the ranks of the silent shadows after losing his position as speaker of the House of Representatives in its new session, which prompted a reaction from him that attracted some criticism.

The reaction of Abdel-Al, who is still a member of the Council even if he is no longer president, was summarized in his complete disappearance from Parliament, so he abstained from attending the sessions that he was supposed to attend as a representative of the people after he was among the winners in the elections that were held at the end of last year.

There was no direct statement from the professor of constitutional law, who exceeded seventy years, but things began to unfold with time, as the man did not expect - apparently - to abandon his efforts in favor of Chancellor Hanafi Al-Jabali, who became his successor in the presidency of Parliament.

The beginning of the crisis

In early 2016, Abdel-Al assumed the position of Speaker of the Egyptian Parliament with a majority of the votes of the members of Parliament.

Perhaps the man built his ambitions to keep him as speaker on the basis of the history of Dr. Fathi Sorour, the speaker of parliament during the time of the ousted President Hosni Mubarak, as he continued in his position for more than 21 years, especially since Abdel Aal passed more than 800 laws that were in their entirety, if not all. On the whim of the ruling regime.

But what happened on January 12th under the dome of Parliament at the opening session of the new legislative chapter, was the opposite of the man’s ambitions and expectations, as the majority did not choose him this time, but rather chose someone else.

On that day, the former Speaker of the House of Representatives took the constitutional oath, and a few members applauded him, then left the parliament building before announcing the name of the new president, and some local newspapers reported that he sat in a single room in the building and did not hold back tears.

Abdel-Al did not nominate himself for the presidency of Parliament, which means that his exclusion had been arranged before the opening session of the Council, but what was interesting was that he did not attend any session of Parliament after that, and whispering about the reasons for this absence followed until the whisper turned into loud voices that reached Limit demanding legal action against him.

Before that, rumors circulated within the Council that Abdel-Al's disappearance was due to his illness and his presence in a hospital for treatment, but the deputy close to the authority, Mustafa Bakri, denied this, confirming that he is spending his life normally inside his home.

In the plenary session of the Council yesterday, Monday, a number of deputies addressed for the first time the issue of the absence of the former Speaker of Parliament, demanding that the regulation be applied to him, as Article 362 of which stipulates that the Speaker or the Chairman of the Committee shall be notified in writing of the absence of any member, and a member may not be absent for more than 3 sessions Per month, unless he obtained a leave or permission from the council.

If a member is absent from attending the sessions of the Council or its committees without permission or permission, his right to be rewarded for the period of absence shall be forfeited.

deep sad

“It satisfies you, Mr. Mustafa, to be the speaker of the council, and after that I remain (and then I will become) a member?”! .. That sentence was conveyed by MP Mustafa Bakri from Abdel-Al to clarify the grief that the man experiences as a result of his exclusion from the presidency of Parliament.

Bakri added - in a press statement - that the former Speaker of Parliament is considering sending a letter to waive the remuneration of the parliament.

On the reason for choosing Jabali as a replacement for Abdel-Al, Bakri - who is also a deputy in the House of Representatives - believed that the latter had differing views with the Future Nation Party, which has a parliamentary majority.

And he added, "The new phase in parliament and the change of 80% of the faces made some believe that it is necessary to change the speaker of the parliament, but despite that, Abdel Aal gave the homeland a lot and endured over the course of 5 years and dealt with issues that caused him problems with the Egyptian street, but he is a true statesman who defended State institutions and it is appreciated by the political leadership, "Bakri said.

Bakri ruled out that Abdel-Al would submit his resignation from the House of Representatives. "Although some asked him to do so, he said I am a statesman and I will not resign."

Bakri's statements prompted the head of the Parliamentary Committee of the Future Nation Party, Ashraf Rashad, to respond to it, saying, "What happened between the party and Dr. Ali Abdel-Al was due to objection to his violation of the list when he gave his opinion from the podium."

He emphasized that Abdel-Al had monopolized the constitutional list for himself only, despite being a man of law and a constitution.

In light of the escalating crisis, Al-Masry Al-Youm newspaper quoted sources close to Abdel-Al of his intention to submit his resignation to Parliament following the wave of attacks he was exposed to in the plenary session of the Council on Monday.

The sources indicated that Abdel-Al's substitute in Parliament will be the son of his brother Ashraf Rabie Abdel-Al, who is a reserve candidate in the Giza and Upper Egypt list.

Angry and pissed off

In an article titled “Ali Abdel-Al .. the angry and upset at him,” journalist Essam Kamel said that the former parliament speaker refuses to recognize the year of life, denouncing that a person must remain in the forefront of the scene and impose himself despite the majority that saw that there is someone more worthy.

Kamel, who heads the editor of the "Vito" website, explained that the majority saw the parliamentary performance of Abdel-Al as weak, weak and weak in the position of Speaker of the Council.

"The man, despite his abundant knowledge, the absence of the relationship between him and the Arabic language put him in a position that undermined his position before insulting his sovereignty," he continued, referring to the linguistic mistakes that Abdel-Al was famous for in his parliamentary speeches.

The Arabic language is not the only reason, as the journalist asserted that Abdel Aal's performance was characterized by a state of nervousness that the speaker of the Egyptian Parliament should not have over it.

And he added, "He did not deserve to be a speaker of the House of Representatives from the ground up .. This is what some say, while others see that the man played an important role in a circumstance he did not accept better than him."

The criticism in the article was also conveyed in the form of reproach, media close to the authority Amr Adib, through his television program "Al-Hekaya", where he denounced the man’s absence from the parliament sessions and his refusal to transfer power, and asked, “Does he keep the speaker of the council or not working? (I will not work)." Get used to the political life that revolves without stopping.

And he continued, "It doesn’t (not benefit) everyone remains in a position, and when he fails, he gets upset, we are (we are) in the country for (for) the country," and directed his speech to the former speaker of parliament, saying, "It is necessary to remain there (it must remain among us) and we consult you." We learn from you. "

The consequence of hypocrisy

Basically, Abdel-Al was not fit for the position of Speaker of the Parliament of Egypt, according to the vision of former parliamentarian Dr. Ezz El-Din Al-Koumi, but there are other calculations based on which men are chosen for positions, he says, adding that "Abdel-Al's mastery of the hypocrisy of power and his passing laws that are unfit The people were the reason behind his selection as speaker of parliament in the previous session. "

He continued in his interview with Al-Jazeera Net, "He was not interceded by implementing everything that the regime wanted within 5 years of passing the notorious laws that restrict freedoms and make a pharaoh ... and this is how the position of the wrong man is in the wrong place."

The parliamentarian explained that Abdel-Al expected that he would receive a reward for all that he offered to the regime by being a speaker of parliament for a second term, ignoring that there is always someone better than him according to the nature of the stage.

In his turn, Professor of Philosophy of Law at Zagazig University, Dr. Muhammad Nour Farhat, touched on the most prominent constitutional violations that Abdel Aal had committed during the past five years' trip.

He wrote on his Facebook page, "There is no need to turn the facts around by talking about the historical legislative role of the former Speaker of Parliament, unless the intention is to refer to his historical role in violating the constitution."

Farhat listed violations such as refraining from adopting legislation that the constitution required approval in the first session, passing hundreds of laws without serious discussion, agreeing to extend the state of emergency for more than two terms without a people's referendum, passing an agreement to redistribute the maritime borders with Saudi Arabia, and agreeing to amend the 2014 constitution. Despite the prohibition contained in Article 226 not to prejudice the terms of office.
