  • Catalonia.ERC initiates contacts to form a sovereign government and considers preventing Salvador Illa from submitting to the investiture

  • Post-electoral pacts Salvador Illa reiterates that he will opt for the investiture and opens the 'sanitary cordon' to Vox after the Catalan elections

Winning elections in

Catalonia

is not synonymous with being able to govern.

And the political map that came out of the elections this Sunday certifies it.

The PSC prevailed in votes, but not in seats.

The victory of Salvador Illa has not prevented the independence movement from strengthening and, despite the intention of the socialist to go to the investiture, the option that ERC -which won 33 seats like the PSC- is gaining force to seek an investiture supported by the forces that proclaim the right to decide.

The fear in the PSOE is that pressure from the Junts or even from the CUP will make the Republicans turn towards a tougher position, looking to self-determination and parking the dialogue path promoted by

Moncloa

.

Sunday's results are an endorsement of Pedro Sánchez's strategy.

They legitimize not only their commitment to beheading the

Ministry of Health

in the midst of a pandemic to place the minister as a candidate, but also the way of the dialogue table with secessionism, accepting the imposition of ERC, as a way to channel the Catalan conflict.

Relief in Government.

However, a

Parliament

where the independentists have strengthened, enjoying a majority, can force the Republicans to harden their discourse and put the government in the middle, as has happened, for example, in Congress when they voted against, in full campaign, the decree on aid from European funds.

Hence, the Socialists, who this Monday have brought together their

Federal Executive Commission

, chaired by Pedro Sánchez, are committed to putting in value that the two most voted parties -PSC and ERC- are the ones that "advocate for dialogue", yes , recognizing that each looks "to its political principles or objectives".

"Path of hope"

A strong ERC, above Junts, was an endorsement of the framework of understanding established between the independence formation and the Government, which, in addition, was the route promoted by United We Can.

Hence, the PSOE understands that the result of Illa "opens a path of hope in Catalonia and represents a firm commitment to reunion, change, coexistence and dialogue."

Illa marked a distance from the beginning with the victory in 2017 of Inés Arrimadas: she said she would go to the investiture.

But ERC's first move this Monday has been to urge all forces with a sovereign accent to start talks to agree on that broad-spectrum executive -Junts, CUP and the

commons

-.

If this route is forged, it would disable Illa's possibilities and sow the expectation of knowing if that hypothetical Government headed by ERC would be pressured by its partners to abandon the understanding in search of self-determination.

Junts already announced that a support of more than 50% for the independence movement should be translated into decisions and action.

The PSOE looks suspiciously at the muscle achieved by Junts, since they all consider it to be a "right" that only offers "division, confrontation and frustration to Catalan society."

The appointment of the Executive has also served to analyze the growth of Vox in Catalonia.

The Socialists blame this rise on PP and Ciudadanos, therefore, they consider, have legitimized the formation of Abascal with their pacts in communities and municipalities.

Hence, the message conveyed by the Socialists is to urge Pablo Casado and Inés Arrimadas to break all their agreements with Vox "at all levels of the administration", because "they put the foundations of democracy at risk."

In

Madrid

or

Andalusia

, for example, PP and Cs do not govern with Vox, but the stability of the Government does depend on external support from the Abascal formation.
