Berlin (dpa / bb) - Because of the corona pandemic, parties are exceptionally allowed to digitally determine their candidates for election to the Berlin House of Representatives on September 26 - at least partially.

The House of Representatives decided on Thursday with a large majority to amend the electoral law accordingly.

This makes it possible to determine lists of candidates for the state parliament as well as the district council assemblies at so-called hybrid party conferences.

A party congress, not least with the presentation of the candidates, would then take place online, the free choice of candidates in between or afterwards via an urn or postal vote.

So far this has not been legally possible.

In addition to red-red-green, the CDU and the FDP also voted for the new regulations that are only valid for this year.

The Bundestag, which will also be re-elected on September 26, changed its rules in a similar way.

Another new feature is the option to vote for the entire House of Representatives in the autumn by postal vote, should the pandemic not allow otherwise, contrary to expectations.

But that should only be the last resort, i.e. the very last solution.

After all, the change in the law is intended to make it easier for small parties to nominate candidates and thus participate in elections.

The requirement for the number of supporters' signatures that parties not represented in parliament have to provide will be halved.

25 signatures are sufficient for constituency proposals, 100 for district lists and 1,100 for state lists.
