Berlin (dpa) - With the possible opening of the retail trade in federal states, "shopping tourism" should be prevented according to the words of Berlin's Prime Minister Michael Müller (SPD).

That is why all the federal states had emphasized that there should be an agreement on a uniform approach at least in neighboring states, said Müller after the deliberations of the federal and state governments.

The decision paper states that from a “current perspective”, the next opening step could take place with a “stable 7-day incidence” of no more than 35 new infections per 100,000 inhabitants through the federal states.

This next opening step should include the opening of the retail trade with a limit of one customer per 20 square meters, the opening of museums and galleries, and the opening of closed-body service providers.

When asked what a “stable incidence” meant, Merkel said that such an incidence should be achieved on at least 3 days.

She also emphasized that the aim should be to have incidences that are as comparable as possible nationwide.

Neither a value of 50 nor a value of 35 could be the "end of the flagpole".

So far, the value of 50 new infections per 100,000 inhabitants within seven days has been an important target value for the federal government.
