Public information shows that in 1970, Xu Huhe joined the work before he was 16 years old.

In 1973, Xu Huhe studied at the Inner Mongolia Political and Legal Cadre School, and then worked at the border checkpoint in Erlianhot for one year, and then started a three-year study career at Jilin University.

  In August 1978, after graduating from university, Xu Huhe entered the Inner Mongolia Public Security Department and served successively as the criminal investigation officer and deputy director of the Public Security Department.

In 1984, after serving briefly as the deputy mayor of Ulanhot City in Xing'an League for 15 months, Xu Huhe returned to the Inner Mongolia Public Security Department again, serving as deputy director of the Political Department and secretary of the Commission for Discipline Inspection.

  Since May 1997, Xu Huhe has served as the deputy secretary of the Inner Mongolia Political and Legal Committee; in early 2005, he served as the party secretary, director of the Inner Mongolia Judicial Department and party secretary of the Autonomous Region Prison Administration Bureau for 9 years, and then went to the Inner Mongolia People’s Congress.

In January 2018, Xu Huhe returned to work in the Inner Mongolia Department of Justice and enjoyed the treatment at the department level until his retirement in June of the same year.
