  • Pressed by the left wing of his majority, Emmanuel Macron is devoting his weekend to the fight against inequalities.

  • He should announce this Thursday a new competition for modest students in order to "restore Republican equality in access to public jobs".

    And will launch on Friday a platform to fight against discrimination.

Emmanuel Macron has two legs and intends to show it.

While his bill on “separatism” is currently being debated in the National Assembly, the Head of State also wishes to address the fight against inequalities.

The President of the Republic will go Thursday to Nantes, in Loire-Atlantique, as part of a trip devoted to equal opportunities in the public service, in the company of Amélie de Montchalin, Minister of Transformation and Civil service, and Sarah El Haïri, the Secretary of State in charge of Youth and Engagement.

"The promise of emancipation and equal opportunities has been at the heart of the president's project since 2017 and remains a priority for the government," assures the Elysee, which mentions several measures already taken to fight "against inequalities at the root" , such as the duplication of CP and CE1 classes in priority education schools, “educational cities” or free breakfasts for underprivileged students.

But the Presidency considers it necessary to go "further".

ENA still alive, a new access route for "the poorest"

During his trip, Emmanuel Macron will discuss with civil servants and high school students at the Regional Administration Institute (IRA) in Nantes.

If the president seems to have given up on the abolition of the ENA, yet promised to end the crisis of the "yellow vests", he will make announcements to strengthen the opening of access to large public service schools.

The Head of State will confirm, for 2021, the increase of 1,000 places in preparatory schools open to the most modest students, voted in November in the Assembly, for a budget of 7 million euros.

Above all, it will announce the launch of a “talent competition” specific to these students, for five grandes écoles: ENA, Inet, EHESP, ENSP and Enap *.

“The goal is that these students can reach the public service more quickly.

There is a lack of openness in administrative competitions, we have to go look for talent where they are, because uniform thinking is a mortal danger, ”assures the presidency.

Each school could thus accommodate up to 15% of additional students, but the Elysée denies any positive discrimination or quotas.

"We are creating a new competition to restore republican equality in access to public employment, these are additional places, no planes on internal competitions", we are assured.

The pressure of the left wing of the majority

The Head of State will also launch a national platform for reporting discrimination on Friday, managed by the State, the Defender of Rights and associations.

With an operating budget of 3.5 million euros per year, the device was mentioned by Emmanuel Macron during an interview with the Brut media in December.

"The objective is to succeed in capturing more reports of victims based on broad criteria: housing, jobs, disability, gender, origins, places of residence", specifies the Elysée, while a new helpline, the 3928, will be implemented.

This activity of the president is not trivial.

Very present on the health and the regal in recent months, the Head of State is pressed by the left wing of his majority to act a little more on the social leg, like the deputy LREM Pierre Person.
