The priority of the second level, according to the order, includes employees of transport and energy organizations, service sectors, law enforcement officers, workers at checkpoints across the state border, working on a rotational basis, volunteers, and military personnel.
The third-level priority category included state, civil and municipal employees, students in colleges and universities, as well as persons subject to conscription.
