06 February 2021 A teacher of a kindergarten in Bologna was arrested by the Carabinieri of the Bologna Centro Company, for ill-treatment of minors. The Italian woman, with a clean record and a municipal employee, ended up in handcuffs in the act of crime, during an investigation carried out also with environmental interceptions by the military of the Arma, coordinated by the Prosecutor's Office.

The alleged mistreatment of children is always to be condemned, no ifs and buts. The municipal administration confirms full confidence in the work of the investigators and at the same time declares that the municipal offices have already taken the necessary measures ". 



The investigations carried out by the Carabinieri


The soldiers of the Arma had installed instruments for audio-video interception in the Manzini nursery school in Bologna in order to ascertain the 'suspicious' educational methods that the teacher was feared to use on three-year-old children who the parents entrusted them daily. The episodes analyzed - explained the weapon - had become so worrying that on Tuesday afternoon the military decided to intervene urgently in the school to stop the woman and arrest her while slapping a child. The episodes are retraced in the ordinance with which the Gip of Bologna, while validating the arrest, rejected the request for precautionary measures for the teacher, considering that the alleged crime of ill-treatment does not occur. On the morning of January 19, the teacher was reported to have "grabbed a 3-year-old girl by the arm, lifting her off the ground and dragging her until she fell, and then pushing her vigorously against a chest of drawers, on which she expected her to sit". It is one of the episodes documented in the audio-video interceptions carried out in the school of Bologna, where the teacher was arrested for ill-treatment of minors by the Carabinieri. On January 29, another pupil of the same age who was sitting sprawled with one arm dangling, the woman would have delivered "a kick in the right arm, to induce him to sit down correctly". In the wiretapping reports there are also screams and frequent loud reproaches aimed at children. On one occasion the teacher would have uttered a curse, cursing while scolding a 3-year-old student who was walking away to the table during lunch. To another he shouted: "My goodness, I'll punch you!".



Gip validates the arrest without the adoption of personal precautionary measures


The teacher, after the validation of the arrest by the Gip of Bologna, was freed, without the adoption of personal precautionary measures that had been requested by the Prosecutor. The Gip of Bologna, while validating the arrest, rejected the request for precautionary measures for the teacher, believing that the alleged crime of ill-treatment does not occur.



Investigation following reporting by parents


The investigation that led to the arrest of the kindergarten teacher was born from the complaint of two parents, who had witnessed 'improper behavior' by the educator from the window of a classroom where the children were. Those episodes were not attributed to the investigated teacher, whose behavior emerged only through wiretapping. The kindergarten had been at the center of another story of alleged mistreatment in 2010, when two teachers were suspended following complaints from the parents of three children and later tried. After the conviction for both in the first instance for abuse of the means of correction, and only for one of the two on appeal, in February 2019 the prescription in the Supreme Court arrived for the two teachers, with the obligation to pay compensation to the family of a child involved in the affair and to the Municipality of Bologna.
