It is decided that the opposition judge will review the decision to renew the imprisonment of the owner of the property who was imprisoned for 4 days after being seized and brought by a decision from the Public Prosecution and questioning him regarding what was attributed to him from his residence of real estate without a license from the competent administrative authority and outside the approved urban space, and not implementing the decision issued by that authority to remove Violating actions after the legally prescribed period expires, failure to take - as an employer - the necessary precautions and requirements to prevent fire hazards, and failure to provide the means for occupational safety and health to ensure protection from physical hazards, which resulted in the outbreak of the fire in the store in which the incident occurred, and caused it by negligence, lack of precaution and lack of His observance of the laws in the outbreak of this fire.

According to Al-Youm Al-Sabea, the owner of the property admitted during the investigations that he had purchased the plot of land on which the property was located when it was agricultural land outside the urban space in 2013 - to build on it and establish a shoe store, knowing that it was not possible to obtain a building permit on it because it was out of the urban space.

The owner of the property confirmed in the investigations that after achieving his purpose and constructing the property and preparing the store, he practiced his activity in it without obtaining a license to do so, and he did not take the necessary requirements to prevent fire risks and prevent chemical and physical risks in the store despite his knowledge of manufacturing shoes from chemicals and petroleum that are naturally flammable, and that His negligence caused the property to fire.

The owner of the property attributed the cause of the fire to the occurrence of a short circuit, noting that he had previously submitted a request for reconciliation for the violations he committed, but his request was rejected.
