  There are 12 articles in the Regulations, which clarify the content of cross-border litigation services, service targets, service carriers, cross-border party identity verification, proxy video witness, online case filing procedures, etc., aiming to provide online case filing guidelines and inquiries for cross-border litigants , Entrusted agent video witness, first-instance civil and commercial registration service.

  The "Regulations" actively explore ways and means by the people's courts to facilitate cross-border litigation within the legal framework to ensure that litigation services benefit all types of parties.

Foreigners, residents of Hong Kong, Macao and Taiwan regions, Mainland Chinese citizens whose habitual residence is located abroad or Hong Kong, Macao and Taiwan regions, and enterprises and organizations registered in foreign countries or Hong Kong, Macao and Taiwan regions, etc. After real-name registration and identity verification are completed on the computer side, relevant litigation matters such as case filing will be carried out.

  The "Regulations" insist on starting from needs. In addition to displaying English, Simplified Chinese, and Traditional Chinese on the cross-border case filing interface of the mobile micro court, it also stipulates the entrusted agent video witness.

Cross-border litigants who have passed identity verification entrust Chinese mainland lawyers to represent the litigation, and can apply for online video witnesses to the court in question.

The judge confirmed the authenticity of the commissioned behavior through the video.

Under the video witness of the judge, the cross-border litigation parties and the entrusted lawyers signed the relevant entrusted agency documents, and there is no need to go through the procedures of notarization, certification, and transfer.

  The "Regulations" require that parties to cross-border litigation applications for online case filing should truthfully fill in the case filing information and submit the complaint, identity certificate, notarization, authentication, transmission and evidence and other materials.

The people's court will decide whether to file a case within 7 working days according to the law.
