In six constituent entities of the Russian Federation, remote electronic voting (DEG) will be organized along with the traditional form of expression of will in the upcoming election campaigns of various levels in September.

This was stated by the chairman of the Central Election Commission of Russia Ella Pamfilova.

“All these days, we discussed and analyzed in great detail how the work on conducting DEG is progressing, weighed all our capabilities at this point, the level of technical training, the degree of safety and came to the conclusion that we can definitely ensure the conduct of our pilot projects of remote voting in five regions plus Moscow, ”said Pamfilova.

She is quoted by Rossiyskaya Gazeta.

At the same time, according to her, in Moscow, online voting will take place on a separate Internet platform, while in other regions the federal platform will be used, which the CEC is preparing jointly with Rostelecom and the Ministry of Digital Science.

In this case, the rules and the voting procedure will be the same for all six subjects.

In the coming days, the commission will begin accepting applications from regions wishing to conduct electronic voting.

Their authorities will receive a technical assignment.

“Who will meet these requirements to a greater extent, we will dwell on them,” Pamfilova explained.

For the first time, remote electronic voting was held in September 2019 at the elections of deputies to the Moscow City Duma.

Last year, residents of Moscow and the Nizhny Novgorod region were given the opportunity to cast their votes remotely, using electronic ballots, during a nationwide vote on amendments to the Constitution of the Russian Federation.

Also, online voting was used in the Yaroslavl and Kursk regions during the by-election of State Duma deputies.

Ella Pamfilova admits that the September elections can be held within three days.

According to her, the CEC should be ready for such a development of events.

“The likelihood is very high ... Although there is an improvement, a decline (the situation with the spread of COVID-19. -

), but no one canceled the sanitary safety measures.

I think that it is not soon when we will give up masks and other things, ”she said.

A single voting day is scheduled for September 19 in Russia, the citizens of the country will elect deputies of the State Duma, regional legislatures and parliaments, as well as governors.

The CEC is also preparing for possible provocations during a single voting day.

According to Pamfilova, in the near future, a full-scale training will be conducted for all participants in the electoral process.

It is also planned to organize psychological assistance for members of election commissions.

“We pay great attention to the second component, in addition to professional training.

This is the resistance to stress of our colleagues.

The problem is quite acute and urgent.

They must be ready to repel all possible provocations, which will undoubtedly be in order to discredit the electoral system, in order to disrupt the elections and disorganize the work of the commissions.

We know there will be such provocations, ”the CEC chairwoman explained.

Earlier, the speaker of the State Duma Vyacheslav Volodin during the opening of the spring session called "to prevent foreign interference in the election campaign."

“It is important for us that they are held openly, competitively and legitimately, in strict accordance with national legislation ... Based on the past elections and the current situation, we understand that they will interfere, as before.

And the United States and its NATO allies are at the head of these processes, ”said the speaker of the lower house of parliament.

He pointed out the need to protect the electoral rights of Russians from "encroachments from foreign states", no matter how they "would like to push their representatives into our government bodies."

In December 2020, a report by the Independent Public Monitoring Association (NOM) was published, which states that a campaign has begun in the Russian media and social networks to discredit the upcoming parliamentary elections.

The targets of the information attack are Russian electoral legislation and innovations such as multi-day and electronic voting.

“Given the reputation losses of the electoral system of 'developed democracy' after the US elections, an urgent shift in the attention of the target audience to the topic of the Russian elections is required.

The calculation is made to destabilize the situation in Russia, ”the authors of the report point out.

At the same time, as follows from opinion polls, the overwhelming majority of Russians trust the CEC and the electoral system.
