3. Work arrangements for establishing a contact mechanism

  The work of key cities is coordinated by the development and reform commissions of all provinces (autonomous regions and municipalities), led by development and reform departments at all levels, and promoted jointly with civil affairs, health and other departments.

  (1) Time and scope.

The work on key cities will be implemented in phases, with county-level and above administrative regions as the unit.
