01 February 2021 The launch of the Lottery of receipts immediately aroused controversy, including political ones, relating to the operating mechanism of the raffle that "penalizes those in difficulty" according to Confcommercio which with Confesercenti hoped, in fact, in a new postponement until June when all the merchants would be ready with the updated cash registers, in order to be able to electronically transmit the fees and be able to generate virtual tickets valid to participate in the prize draws.

Fipe-Confcommercio, only 1 out of 3 local ready, "madness that penalizes those in difficulty", "overburdened installers"

"For the moment, the only effect of the Receipt Lottery is to mortify the businesses that are already in difficulty. In fact, it is not surprising that only 30% of public businesses have already adapted their cash register to this. new game: for those who were forced to remain closed 160 days in 2020, without even having their fixed costs canceled,

300 euros to update the software are an unsustainable expense

"says Aldo Cursano, deputy president of Fipe-Confcommercio, the Italian Federation of Public Businesses.

"As if that were not enough - continues Cursano - we have to deal with the

delays of the installers

, who are literally

overworked

. Yet, the State has convinced the Italians that the only opportunity for social redemption, at the moment, is linked luck and in fact people are already starting to choose a shop or a place based on whether or not to participate in the lottery. This is madness. That's why we asked the government to postpone it to June, when everyone was ready. Instead, it was preferred once again to privilege the larger and more structured realities, which have already adapted ".

"Now - concludes Cursano - in addition to injury, insult. The trend we are seeing in these first hours, in fact, is that people, even before ordering a coffee, ask if they can participate in the lottery or not. In case of an answer negative, they change rooms. A short circuit that could and should have been avoided ".

Codacons: receipt lottery risks creating discrimination among citizens

"The

receipt lottery risks

creating discrimination between citizens and penalizing those who live in mountainous areas, isolated or not served by an adequate internet network".

This was stated by Codacons, which shares the alarm cry also launched by

Uncem

, the Union that groups together the Municipalities and Mountain Authorities.

"The problem - affirms the president Carlo Rienzi - does not only concern the merchants but also and above all the citizens.

The receipt lottery must allow all users to participate under the same conditions in the competition and win the prizes

, and it is not tolerable that there is discrimination at a territorial level ''. '' At present - continues Rienzi - a slice of the population risks being cut off and excluded from the Lottery, due to an inadequate telematic network that in the mountainous or isolated areas of the country difficult to transmit data to the Revenue Agency ".

"The government should have guaranteed equal access to the receipt lottery for all Italians, but this was not the case, and once again serious and unjust discrimination is caused to the detriment of consumers", concludes the Codacons.
