This was reported by RIA Novosti with reference to the data of the analytical report "Regional differentiation of the availability of higher education in Russia."

It is noted that experts have analyzed the ratio of the number of students to the population of the relevant age cohort (17–25 years old).

“On average, in the regions of Russia, the coverage of youth with higher education is 27% ... The coverage of higher education programs in the constituent entities of Russia varies from 1% (Yamalo-Nenets Autonomous Okrug) to 58% (Tomsk Oblast),” the report says.

It is specified that for students the territorial proximity of the university is an important factor in the choice of the post-secondary educational trajectory. 

Moscow attracts about 17% of the total number of students, St. Petersburg has reached 7%.

Earlier, the chairman of the committee on science, education and culture of the Federation Council Lilia Gumerova commented on the return of universities to full-time education.
