The Liberal Democratic Party and the Constitutional Democratic Party have agreed to implement "priority measures such as prevention of spread" before the declaration of emergency and to clarify the ideal way of financial support for businesses in an incidental resolution over amendments such as the Special Measures Law. It became clear that both parties were making final adjustments.



According to this, priority measures will be implemented after setting objective standards as requirements and listening to the opinions of academic experts, and will be promptly reported to the Diet.



In addition, the priority measures should request "change of business hours and do not go in and out unnecessarily", and do not include requests for leave of absence, suspension of use of facilities due to events, and requests to completely refrain from going out such as when declaring an emergency. In addition, regarding financial support for businesses, "We will endeavor to provide necessary support by considering the degree of impact of the request on management."



On the other hand, it states that "the penalties will be applied carefully and the right to appeal will be guaranteed", and when fines are imposed on those who refuse to be hospitalized, the judgment material will be shown as clearly as possible.
