  Cao Qi responded that in accordance with the unified deployment of the Office of the State Council Security Committee, in August last year, the Emergency Department, together with the Ministry of Civil Affairs, went to Pingdingshan, Henan Province to carry out a "look back" assessment work to verify the accountability of the persons involved and comprehensively evaluate the rectification of hidden dangers. Judging from the assessment and the situation in the whole country, governments and relevant departments at all levels have been able to draw lessons from fires, adopt favorable and effective measures by analogy, and carry out in-depth investigation and management of hidden dangers, mainly doing the following three aspects:

Various regions have implemented projects to improve fire safety standards for nursing homes, including the fire safety of nursing homes as an important part of the three-year special rectification action and winter and spring fire prevention and control, and vigorously rectified outstanding problems such as the illegal use of flammable and combustible insulation materials and color steel plates. There are more than 422,000 hidden dangers.

Henan Province has banned 159 illegally operated elderly care institutions and demolished 2.51 million square meters of illegally constructed color steel structures.

  The second is to effectively improve regulations and standards.

In response to the problems exposed by fire, we have revised the "Code for Fire Protection Design of Buildings" and "Ten Regulations on Fire Safety Management of Social Welfare Institutions" together with relevant departments, and optimized and adjusted the fire safety standards such as floor setting, safe evacuation design, and fire protection facility configuration.

Henan Province promulgated and implemented the Regulations on the Protection of the Rights and Interests of the Elderly, formulated 11 policy standards to regulate the service quality of elderly care institutions, and implemented safety standardization in more than 3,000 elderly care institutions.

  The third is to comprehensively promote the implementation of the safety responsibility system.

The Ministry of Civil Affairs and the Ministry of Emergency Response have established a comprehensive supervision mechanism and a joint meeting system to regularly discuss work and report the situation; incorporate fire safety into the high-quality development opinions of elderly services, and the important content of provincial government fire protection work assessments, and establish "hidden dangers, rectification, "Responsibilities" are listed in three lists to supervise major fire hazards.

Henan Province has invested a total of 340 million yuan to support the construction of safety facilities in urban community elderly care institutions.

During the five-year period from 2016 to 2020, the number of fires, the number of deaths, and the number of injuries in elderly care institutions across the country fell by 17%, 66.9%, and 31.4%, respectively, compared with the previous five years. There were no major fire accidents.

  Cao Qi said that in the next step, we will continue to promote the consolidation of the fire safety responsibilities of all levels, departments and units, implement standardized management of fire safety; strengthen comprehensive supervision and service guidance, improve long-term management mechanisms, and provide safety for the elderly care in my country.   Talking about the national fire situation, Cao Qi said that last year, a total of 252,000 fires were reported across the country, with 1183 deaths, 775 injuries and direct property losses of 4.009 billion yuan, a decrease of 1.4%, 13.6%, 12.8% and 12.8% respectively from 2019. 0.5%, no particularly serious fire accident occurred, and the fire situation was generally stable.

However, the total number of fires in the country is still very large, and fires with large deaths still occur from time to time. Especially large-scale commercial complexes, production and processing, storage and logistics sites have high fire risks. Electric fires and new energy fields are prone to high fires. Since January this year, a total of 46,000 fires have been reported across the country, with 93 deaths, 41 injuries and direct property losses of 300 million yuan. The number of fires has increased, and the other three indicators have fallen year-on-year.

  Cao Qi said that in the new year, we will deeply learn from various accidents, eliminate hidden dangers and solve problems fundamentally, adhere to "prevent big fires, control small fires, and contain dead people", and firmly promote fire safety special projects.
