"Report" data shows that the basic medical insurance coverage rate in the survey area reached 96.8%, an increase of 1.7 percentage points from 2013, and the basic medical insurance participation rates for residents in urban and rural areas were 96.1% and 97.6%, respectively.

In terms of costs, the "Report" data shows that the growth rate of medical expenses in the surveyed areas has slowed down, and the increase in expenses has been controlled to a certain extent.

  The national health service statistical survey is an important part of the health statistical survey system.

Since 1993, it has been carried out nationwide every 5 years, aiming to obtain information on residents' health status, health service needs and residents' sense of acquisition through demand-side surveys, reflecting the effectiveness of my country's health care reform and development.

  In September 2018, with the approval of the National Bureau of Statistics, the National Health Commission launched the sixth national health service survey, covering 31 provinces (autonomous regions, municipalities), 156 counties (cities, districts), and 752 towns across the country (Street), 1561 administrative villages (residential committees), 94076 households.

Under the guidance of the Planning Department of the National Health Commission, the Statistical Information Center of the National Health Commission organized the health commissions of 31 provinces (autonomous regions and municipalities) and relevant units of the sample counties (cities, districts) to complete the survey tasks.

  After the investigation, the Statistical Information Center organized and compiled the "Report."

The main results are as follows:

More than 90% of rural residents see doctors in counties, and access to health services for residents has improved

  On the whole, the effect of implementing the hierarchical diagnosis and treatment system is apparent.

In 2018, 87.1% of residents visited medical institutions in the county, and more than 90% of rural residents visited medical institutions in the county.

Basically, residents’ main medical problems can be solved within the county.

  The access to urban and rural health services has been further improved, especially in underdeveloped areas such as western and rural areas.

On the one hand, the proportion of urban and rural residents who need to be hospitalized due to economic difficulties but not hospitalized decreased from 18.3% and 24.5% in 1998 to 9.0% and 10.2% in 2018, reflecting that the problem of difficult access to services due to economic difficulties has been significantly improved.

On the other hand, in 2018, 89.9% of families were able to reach the nearest medical point within 15 minutes, especially in western rural areas. The proportion of families who could reach the nearest medical point within 15 minutes increased from 69.1% in 2013 to 82.6% in 2018 .

However, 3.2% of the western rural areas surveyed took more than 30 minutes.

In addition, the average waiting time for residents in hospital is about 1.5 days, and the average waiting time for hospitalization in rural areas is 1.3 days.

From the demand-side feedback, it is not difficult for residents to see a doctor for frequent and frequently-occurring diseases.

  Compared with five years ago in the 2018 survey, with the steady improvement of medical security level and the continuous advancement of the construction of the health service system, residents' demand for medical services continued to be released.

The "Report" pointed out that the proportion of residents in the survey area who did not use medical services has declined.

Among the two-week illnesses and injuries of the surveyed residents, 88.1% of the injuries were treated under the guidance of medical staff, and the number of untreated patients for two weeks accounted for 1.7%.

Patients who were unable to receive any treatment due to financial difficulties accounted for 0.59% of the number of patients in two weeks. Compared with the results of the 2013 survey, there is a clear downward trend.

The annual hospitalization rate of residents in the survey area was 13.7%, an increase of 4.7 percentage points from 9.0% in 2013.

Among them, urban areas increased from 9.1% to 12.9%, and rural areas increased from 9.0% to 14.7%.

The coverage rate of basic medical insurance reached 96.8%, and the growth rate of medical expenses slowed down

This suggests that my country's medical insurance coverage and utilization rate are steadily increasing, and the level of protection is further improved.

  In terms of costs, the "Report" data shows that the growth rate of medical expenses in the surveyed areas has slowed down, and the increase in expenses has been controlled to a certain extent.

In 2018, the average hospitalization expenses of residents surveyed was 10,023 yuan, and the growth rate was much lower than the growth rate of GDP and urban and rural residents' income during the same period.

Calculated at comparable prices, the average annual growth rate of hospitalization costs from 2013 to 2018 was 1.4%, which was significantly lower than the growth rate of 8.2% from 2008 to 2013.

Improved patient experience and improved health management of key populations

  The data shows that the overall satisfaction of urban and rural residents with outpatient services is 80.0%, an increase of 3.5 percentage points from 2013, and the patient experience of medical treatment has improved.

Among them, the cost of medical treatment, the attitude of medical staff and the environment of medical institutions increased by 5.8, 5.2 and 3.3 percentage points respectively compared with 2013.

The overall satisfaction rate for inpatient services was 75.0%, an increase of 7.8 percentage points from 2013.

Among them, the hospitalization expenses, the attitude of the medical staff, and the seriousness of the medical staff in listening to the condition increased by 5.6, 3.6, and 3.3 percentage points respectively compared with 2013.

  Basic public health services in urban and rural areas have been implemented, and the health management of key populations has improved.

For example, planned immunization and child and adolescent health services have been further improved.

The rate of establishing a vaccination card for children under 5 has stabilized at over 99%; 54.8% of children and adolescents aged 18 and under have undergone various health examinations in the past year; common childhood diseases such as diarrhea and pneumonia have received better treatment.

Maternal health management and services continued to improve.

The survey showed that the rate of prenatal checkups for pregnant women was 99.2%, the rate of prenatal checkups for 5 or more times was 88.2%, the rate of postpartum visits was 74.6%, and the rate of hospital delivery was 98.6%, which was an increase from 2013.

  Data shows that the utilization rate of basic public health services for the elderly is relatively high.

The survey showed that 66.2% of people aged 65 and over had a health check-up. The percentages of hypertension and diabetes patients 60 and over who had been followed up within 12 months were 76.1% and 72.6%, respectively.

At the same time, the health behavior of urban and rural residents has changed for the better.

The proportion of people participating in physical exercise is on the rise. The proportion of people aged 15 and above who regularly take the initiative to participate in physical exercise is 49.9%, an increase of 22.1 percentage points compared with 2013.

  The "Report" reminds us of the situation facing the development of my country's health industry in the future.

On the one hand, the aging population and the continuous increase of chronic diseases will bring unprecedented challenges to the health service system.

On the other hand, the construction of a hierarchical diagnosis and treatment system has a long way to go, and the reasonable control of medical and health expenses still faces challenges.

In addition, it is particularly pointed out that the national health service survey, as a work closely related to reality, should pay more attention to the balanced distribution of public health service resources in the next step, so as to provide a basis for accurately perfecting my country's public health service system and improving the ability to respond to sudden infectious diseases.
