In Sweden, a draft amendment to the Estonian Funeral Peace Act has been sent for comment.
According to Interior Minister Mikael Damberg, the law would only allow dives to be carried out on the wreck on behalf of the Swedish, Finnish or Estonian authorities to investigate the accident.
The divers would also not be sent divers but a diving robot, Damberg stressed.
The change in the law is based on a TV documentary presented last autumn, according to which there would have been a previously unreported rupture on the side of the wreck.
Two authors of the document are accused of violating the Estonian grave peace.
