Sudanese charities intend to review the decisions of the committee to dismantle the system of June 30, 1989, confirming that the decisions to dissolve them affected real activities that were not fronts for financing terrorism or the opposition.

This week, the dismantling committee announced the dissolution of 131 charitable societies in South Darfur, and the restoration of agricultural projects in Gedaref State, covering an area of 20,000 feddans, from individuals and organizations, accusing them of financing terrorism and activities against the transitional government.

Empowerment removal committees are working in these two states and the rest of the states to study more files, to issue similar decisions that are expected to expand the affected area.

In December 2019, the Chairman of the Transitional Sovereignty Council, Abdel Fattah al-Burhan, issued a decision to form the Empowerment Removal Committee, after the Council of Ministers approved its bill authorizing the confiscation of property and banning the activities of leaders of the ousted President Omar al-Bashir's regime.

Supporters of the former regime consider that the committee follows in its work the method of cloaking and settling accounts with their symbols, which is denied by the committee, which confirms that it is operating in accordance with the law.

Support Palestine

Among the agricultural projects recovered by the Dismantling and Empowerment Committee in the state of Gedaref, an agricultural project on an area of one thousand feddans called "Ansar Al-Aqsa" in the Sesame area with the number "42".

The committee’s decisions - according to the decision of the sub-committee for dismantling in Qadarif and Gadi Khalifa - included projects on an area of 5,000 feddans, in the name of “Djibouti State Projects” in the Sesame area, with numbers 5, 12, 18 and 116, saying that these projects go to the pockets of people.

The Secretary-General of Ansar Charitable Society in the Wilayat of Gadarif, Muhammad Abdul-Fadil al-Sunni, defends the activities of the project that was allocated to the association 4 years ago, saying that its activities are charitable and have nothing to do with terrorism from near or far.

The Sunni confirms to Al-Jazeera Net that the agricultural project in Gedaref has registered a charitable endowment in favor of Palestine, in cooperation with the Palestinian Red Crescent, considering that the decision of the dismantling committee "severely constrains Palestinian students and orphans."

Al-Sunni pointed out that Ansar Charity is a federal association with a branch in Gedaref, and it works to support the Palestinian cause by providing care and support for Palestinian students and orphans in Sudan, Gaza and the West Bank.

Against the decision

Al-Sunni says that the Ansar Association carries out charitable civic work for the benefit of the Palestinian families that came to Sudan through the mobilization of the good Sudanese and coordination between them and the tender Palestinian families, in addition to contributing to the winter clothing and the care and lighting of the Al-Aqsa Mosque and the support of the Khattab.

He points out that the association will review the decision of the Empowerment Removal Committee so that the Sudanese support for the Palestinian cause does not stop.

He confirms that the agricultural project of an area of one thousand acres is not in a privileged location, as the project area suffers from low value, explaining that the area is rugged and suffers from degradation of the soil, which makes it vulnerable to flooding with rain water, as well as the spread of the "tabaz" plant, which is a costly pest to remove.

He adds that some agricultural projects in the privileged areas have an annual rental value of about two million pounds, equivalent to about 6600 dollars, while the association leases the project at about 300 to 500 thousand pounds, "about 1000 to 1600 dollars", while sending the amount to the Federal Office in Khartoum through work. Forfeiting a role

Since the decisions of the dismantling committee were issued, the Union of Holy Qur’an Keepers in the state of Gadaref has been active in a campaign to reverse the decision to confiscate the headquarters of the Union, which is located in the Danakla neighborhood in Qadarif, and is estimated to be about 15 million pounds (50 thousand dollars).

According to the Secretary of the Union of Quran Presidents, Sheikh Muhammad Ahmad, the union moved immediately and met with leaders of parties and religious entities in Gadarif, to inform them of the "error of the decision," in addition to their request to meet the governor of the state.

The federation, which was established in 2000, is organizing a march condemning the decision to confiscate the Hafizah House and its becoming the Ministry of Finance.

Sheikh Muhammad Ahmad stresses that the federation has no relationship with the dissolved National Congress Party, but rather includes all religious currents, including Sufism and Salafism.

He says that the party had previously asked them to join it in exchange for a trust for the Quran keepers in the National Congress Party and the Islamic Movement, and the allocation of a budget and a car to the Union, which was rejected by the Union, given the multiplicity of the groups it includes.

And he acknowledges that the National Conference preferred to maintain a good relationship with the Union of Holy Quran Memoris by supporting it with other mechanisms such as the Zakat Bureau.

Custodian services

The secretary of the Hafizah Union says that the dismantling subcommittee in Gedaref implemented the decision to confiscate their headquarters before announcing it with the Federal Committee in Khartoum, where teams arrived and proceeded to break the headquarters locks and took a lot of assets.

Muhammad Ahmad indicates that the Union was able, during its work, to organize competitions in Al-Khalawi (katateeb) and scientific courses for Hafiz in coordination with the advocacy organizations and the Holy Quran University for Islamic Sciences.

And he continues, "As a result, it was possible to grant the Hafizah a license to memorize the Qur’an, which the ousted president issued a decision evaluating it with the ninth degree and appointed sheikhs, which is what some take to the union, although this was advocacy activity and provided postgraduate studies services to the Hafiz."

Saeed Al-Hajj, an imam of a mosque in Qadarif, says that a few years ago, he managed through the Hafizah Union to obtain bank financing of 50,000 pounds, which he used to support his living conditions.

Today, Wednesday, angry people attacked the headquarters of the Dismantling Subcommittee in Gedaref, and wrote on its walls slogans condemning them, in protest against the confiscation of 27,000 acres of agricultural land that the Shukria tribe claims to own in the Butana Plain.

The confiscations included agricultural lands allocated to symbols from the former regime, such as the former governor in the states of Gedaref and Khartoum, Abdul Rahman al-Khader, the leader of the National Congress, Ibrahim Mahmoud Hamed, and the former governor in more than the state of Abd al-Hamid Kasha.

Mock associations

In South Darfur, it was noteworthy that the large number of charitable societies and organizations had been dissolved and their assets transferred to the Ministry of Finance.

However, officials in the Dismantling Subcommittee told Al-Jazeera Net that most of these societies do not have headquarters or banners on the ground, and that these associations were receiving funding in bank accounts that are often used in activities against and against the transitional government.

Officials who preferred to withhold their names expressed their surprise at the large number of these associations, which are mostly inactive in reality and in the charitable field in which they are registered.

The Governor of South Darfur State, Musa Mahdi, head of the sub-committee, said that the committee took its time to scrutinize and scrutinize in order to pursue justice and avoid injustice.

He stated in a press conference for the Dismantling Subcommittee in South Darfur - Tuesday evening - that the committee has moved away from reviling and settling accounts, noting that some of those affected by the confiscation and dissolution decisions are classmates and cousins, but the work requires avoiding courtesy, he said.
