“At the same time, representatives of this organization disseminated information on social networks and the media that they were ready to compensate citizens for fines received as a result of committing administrative offenses at these events,” the text of the appeal says.

De facto, as noted by Orlov, a situation arises when an NPO receives funds from foreign sources, organizes illegal political actions, while provoking citizens to break the law and promising to compensate for their fines.

“In this regard, I ask you to evaluate the feasibility of amending the legislation in terms of introducing a ban for NPOs recognized as foreign agents, making donations or other money transfers to individuals,” Orlov said.
