  Wu Yanyun also pointed out that at the end of the year, the flow of people and logistics increased, road transportation and water transportation accidents were prone to occur frequently; mining enterprises had a strong impulse to increase production, super-capacity, over-capacity production, illegal contracting, and contract escrow.
