China News Service, Beijing, January 27 (Reporter Zhu Chenxi and Zhang Su) Wu Yanyun, deputy director of the Policy and Regulations Department of the Ministry of Emergency Management of China, said at a press conference on the 27th that the Shandong gold mine accident will be carried out in accordance with relevant laws and regulations. Investigate and handle, and severely crack down on violations of laws and regulations.
On January 10, an explosion occurred at the Hushan Gold Mine in Qixia, Shandong, causing 22 people to be trapped.
So far, 11 people have been rescued from the well, 10 people have been confirmed dead, and one person is still missing.
On the 27th, in order to deeply learn the lessons of the accident, strengthen responsibility measures, and resolutely prevent and contain serious accidents in mines, the Office of the Work Safety Commission of the State Council of China met with the Shandong Provincial People's Government.
On the 27th, the Supreme People’s Procuratorate of China held a press conference on “Building a Bottom Line of Production Safety and Protecting the Safety of Life and Property” in Beijing.
When answering questions from a reporter from China News Agency at the meeting, Wu Yanyun said that the "two-law convergence" (that is, the convergence of administrative law enforcement and criminal justice) in production safety involves both daily law enforcement and accident investigation.
In 2015, the Supreme People’s Court and the Supreme People’s Procuratorate promulgated the "Interpretation on Several Issues Concerning the Application of Law in Handling Criminal Cases Endangering Production Safety", and the Criminal Law Amendment (11) added criminal responsibility for violations that seriously endanger production safety. The regulations of the People’s Republic of China clearly stipulate the handling of cases that endanger production safety.
"In the next step, we will investigate and deal with the Shandong gold mine accident in accordance with relevant laws and regulations, and severely crack down on violations of laws and regulations," he said.
Wu Yanyun also pointed out that at the end of the year, the flow of people and logistics increased, road transportation and water transportation accidents were prone to occur frequently; mining enterprises had a strong impulse to increase production, super-capacity, over-capacity production, illegal contracting, and contract escrow. The phenomenon of rushing for progress has increased; coupled with changes in the new crown pneumonia epidemic and the impact of the external economic environment, uncertain factors have increased, and various security risks have increased.
The more this is the time, the more the string of safety must be tightened.
He said that all regions and departments will be further promoted to comprehensively investigate all kinds of hidden dangers, especially special inspections on key industries such as mining, chemical industry, fireworks, construction, road traffic and water transportation, and large-scale commercial complexes and hotels. High-risk places such as restaurants, song and dance entertainment, urban villages, stores, "all-in-one" and "small places" have strengthened fire safety inspections, severely cracked down on various violations of safety production laws and regulations, thoroughly addressed a number of major safety hazards, and resolutely contained groups. The occurrence of production safety accidents caused by casualties and injuries ensured the continued stability of the national safety production situation at the end of the year.
