Schleswig-Holstein was the first federal state to present a detailed plan to exit the corona restrictions for all areas of society.

The step-by-step plan is based on the incidence values ​​of 100, 50 and 35 new infections per 100,000 inhabitants within seven days.

According to the hope of the Schleswig-Holstein state government of Daniel Günther (CDU), the concept should apply as a “blueprint” for all of Germany and will be discussed with the other federal states in the coming days - with the aim of coming into force on February 15th to step.

According to the plan agreed with a panel of experts, the openings should begin when the seven-day incidence of corona infections in a federal state falls below 100 over a period of one week.

Stage IV: incidence value over 100

No changes compared to the status quo are planned at this stage.

Stage III: incidence value stable below 100

It is allowed to meet with a maximum of five people from two households.

Exceptions apply to children of these two households up to the age of 14.

Limited regular operation begins in the daycare centers.

Years 1 to 6 at schools start with alternating lessons;

if the value is stable below 100 for 21 days, classroom instruction takes place.

In addition, emergency care will continue to take place in the case of alternate lessons.

For years 7 to 13 - with the exception of the final classes - distance learning remains.

Elementary services close to the body are permitted again.

This allows hairdressers in particular to reopen.

People in hospitals or nursing homes, who can currently only be visited by one registered person, are allowed - separately - to receive two visitors if these people do not belong to one household.

The obligation to test remains.

Sports facilities for individual sports outdoors will go back into operation after 21 days of stable incidence below 100.

At this time, zoos and wildlife parks are also allowed to reopen their gates.

Stage II: incidence value stable below 50

The daycare centers switch to regular operation, grades 1 to 6 have face-to-face teaching again, and grades 7 to 13 switch to alternating instruction, and the final classes have regular attendance.

If the incidence value remains below 50 for a further 14 days, face-to-face classes will take place again in grades 7 to 13.

Practical courses are again allowed at the universities.

Face-to-face exams are again possible with a limited number of participants subject to hygiene requirements.

The retail trade can also reopen with conditions such as the mask requirement and an access restriction (ten square meters per person).

The same applies to other body-hugging services such as cosmetic foot care, nail salons or manicures.

The catering industry can also start up again with certain conditions.

Initially, 50 percent of the seats permitted according to the respective hygiene concept are allowed.

The opening time is still limited from 5 a.m. to 10 p.m.

In hospitals and nursing homes, visits from a maximum of two people may be received at the same time.

The obligation to submit a negative corona test still applies here.

If the incidence value is stable below 50 for 21 days, hotels, holiday apartments and campsites can also resume operations for tourist purposes - using corona rapid tests.

A test regime is being developed for this.

At the same time, the limit on the number of guests in the catering trade is lifted;

the distance rule remains to be observed.

Theaters, concert halls and cinemas can reopen for individual school cohorts.

Fitness studios are also allowed to open with capacity and usage restrictions.

Bars and pubs are also allowed to reopen;

Guests must have fixed seats, a hygiene concept is required, the contact details of the guests must be collected.

With a stable development of the incidence value, there will be no curfew for the catering trade after 21 days.

In popular sports, contact sports are allowed again after 21 days if fixed groups are formed.

Indoor and fun pools and saunas reopen after seven days.

Amusement parks are also allowed to reopen and excursion boats are allowed to cast off again.

Theaters, concert halls or cinemas are now allowed to open to the general public, but with a limited number of people.

Professional and amateur sporting events may again take place with an initially limited number of spectators if the incidence value is below 35 for 21 days.

The number of participants is increased for religious events.
