  • The president of the European Collectivity of Alsace (CEA) has relaunched a debate which has been going on since 2015 in Alsace.

He called for the “dismemberment of the Grand-Est region” on Monday.

  • This release of Frédéric Bierry follows the statements of Jean Castex on Saturday in Colmar.

The Prime Minister had declared to have "never been convinced" by the creation of "immense regions".

  • On January 1, 2021, the CEA was born and recovered several skills.

The soap opera is back… Less than a month after the birth of the new European Collectivity of Alsace (CEA), its president has put the cover back on Alsace's will for independence.

“We call for the dismemberment of the Grand-Est region,” said Frédéric Bierry, in an interview on the program

Bonjour chez vous

.

"If we could reconstitute an Alsace region, (…) it would be enough to transfer all the skills of the region and we would have a community of a new kind but which would be much more understandable and much more effective for our fellow citizens".

He specified that leaving the Grand-Est region was a “recurring request” on the part of elected Alsatians.

The new division of regions, which had merged the regional councils of Alsace, Lorraine and Champagne-Ardenne in the Grand-Est region, had been created by the NOTRe law, which entered into force in 2015. “When a law is bad , you have to know how to change it.

The NOTRe law is unsuited to the reality of life that we encounter and the difficulties that our society encounters, ”said Frédéric Bierry.

“Today, my fellow citizens do not know who does what, what is whose competence.

(…) We must not be in siled public actions that do not work well ”, he concluded.

Jean Castex had handed him the pole

These statements follow the words of Prime Minister Jean Castex, who said on Saturday that he had "never been convinced" by the creation of "huge regions", during a visit to the ECA headquarters in Colmar.

"Some do not meet any historical legitimacy and above all do not seem to me to meet the growing needs of our fellow citizens for local public action", he added.

The Prime Minister's visit to Colmar came "to legitimize our community of a new kind", argued the president.

The European community of Alsace merged the departmental councils of Bas-Rhin and Haut-Rhin for the benefit of a unique structure in France.

The CEA, which remains anchored in the Grand-Est region, has thus recovered the skills of the two former Alsatian departments (management of colleges, social and senior assistance, etc.) but also has new skills such as cross-border cooperation with Switzerland and the 'Neighboring Germany.

It claims new skills, particularly in the economic field, traditionally devolved to the regions.
