The Ministry of Civil Affairs gave the answer at a press conference held on the 25th.

  Ni Chunxia, ​​deputy director of the Child Welfare Department of the Ministry of Civil Affairs, said on the same day that in emergencies, minors' responsiveness, self-rescue ability, and psychological adaptability are relatively weak and depend on relevant personnel to actively discover and report in time.

However, after the occurrence of an emergency, the on-site handling situation is complex and clues are numerous, it is easy to find problems such as not being discovered in time, not reporting, multiple reports after being discovered, or no one after the report is accepted.

In order to solve these problems, the Ministry of Civil Affairs, together with the National Development and Reform Commission, the Ministry of Education, and the Ministry of Public Security, jointly issued the "Opinions on Doing a Good Job in Relieving and Protecting Minors with Deficient Guardianship Due to the Impact of Emergencies" (hereinafter referred to as the Opinions).

  The opinion defines the rescue and protection objects: one type is minors whose parents or other guardians are unaccounted for, received treatment, isolated for medical observation, or detained due to an emergency, and the other type is due to parents or other guardians. Participate in the emergency response work and lead to minors lack of guardianship.

  Ni Chunxia said that in actual operation, the opinion guidance solved the problems of who to report, to whom, how to report, and who will take care of.

  ——Clarified the subject of the report: parents or other guardians, emergency management departments, health departments, medical and health institutions, public security organs and other personnel and units who come into contact with minors who have lack of guardianship in an emergency should be in the first place. Time to fulfill the reporting obligation; the village (resident) committees, schools, kindergartens, nursery institutions, child welfare agencies, and minor rescue and protection agencies have strengthened their discovery reporting obligations in their work.

At the same time, citizens and units are encouraged to take the initiative to report, and try their best to enable minors in a state of lack of guardianship to be discovered and protected in time.

  ——Clarify the subject of report acceptance: civil affairs departments and public security organs.

Under normal circumstances, report to the civil affairs department; if parents or other guardians are separated from the minor in an emergency, report to the public security organ.

  ——Clarify the reporting method: The hotline is an important way for reporting. At present, local civil affairs departments are opening local minor protection hotlines one after another.

  ——Clarify the subject of placement and care: The law gives the civil affairs department temporary guardianship, long-term guardianship and other responsibilities. At the same time, the health and health department, education department, and public security department also need to do a good job in seeking medical treatment, schooling, and finding relatives for minors in accordance with the requirements of opinions.

  "We also call on all sectors of society to pay more attention to minors in emergencies, adhere to the principle that is most beneficial to minors, and let children get out of danger and be protected as soon as possible," said Ni Chunxia.
