“As part of the investigation of a criminal case of negligence, which caused the death of three people by negligence (part 3 of Art. 293 of the Criminal Code of Russia), the chief specialist of the municipal control department of the Norilsk administration was detained,” the Investigative Committee said.
According to the preliminary version of the Investigative Committee, the suspect in 2018 checked the actual use of the land plot in the area of the Otdelnaya Mountain ski complex, on which a residential building was previously unauthorizedly erected in violation of the law.
Based on the results of the audit, the specialist drew up and signed an act in which he reflected deliberately false information that this land plot was free of movable and immovable property.
On January 8, 2021, an unauthorized house was destroyed as a result of an avalanche.
On the evening of January 8, an avalanche came down near the Otdelnaya Mountain ski complex near Norilsk, and five houses were covered with snow.
As a result of the emergency, three people died: a 38-year-old woman, her one and a half-year-old child and a 45-year-old man.
Rescuers also removed a 15-year-old teenager from under the snow.
The Investigative Committee opened a case under the article on the provision of services that did not meet safety requirements, and later re-qualified the case for a more serious article.
A negligence case was also initiated, and an operative duty officer of the city administration was detained.
