  • Special All about the 'Operation Kitchen'

The two government parties, PSOE and United We Can, are already working together to face the tasks of the Kitchen commission in which it is intended to investigate the illegal use of personnel, means and resources of the

Ministry of the Interior

in order to favor the political interests of the Party Popular.

The first meeting of the commission is scheduled for Friday to approve its work plan.

Although both parliamentary forces have decided not to present the list of people they wish to summon before the commission for the time being, the president of the same,

Enrique Santiago

(United We Can) has already expressed the intention of his group to demand the appearance of the leader of the PP, Pablo Casado, whom they consider a member of the

popular

leadership

- he was the party's Communication Secretary - when the events took place under the government of Mariano Rajoy.

In fact, the claim is to request the appearance of "all those who have paraded through the courts" and of all those who, in their opinion, "knew, allowed and authorized" the operation.

On the contrary, Santiago considers that the appearance of former commissioner José Manuel Villarejo "would not be timely" due to the "little credibility" offered by his statements.

The president of the Commission maintains that it is better to remove from the appearances someone who, in his opinion, could "intoxicate" the parliamentary work.

"It will come", he said at a press conference, "the moment to decide whether or not Villarejo should appear, but my criteria is that it shouldn't start with him."

United We can thus join the PSOE, a party that has been reluctant to summon the former commissioner, a man who has worked in the upper echelons of the police and the Ministry of the Interior with both the PP and PSOE governments.

Unlike both, Vox has already presented its list of appearances in which they include

Jorge Fernández Díaz

,

Francisco Martínez

,

Eugenio Pino

,

José Manuel Villarejo

and

Enrique García Castaño

, among others.

However, neither

Mariano Rajoy

,

Pablo Casado

nor

María Dolores de Cospedal appear

.

Vox proposes that each group can request a maximum of 11 appearing parties that cannot be vetoed.

Ciudadanos, for their part, demands the appearances not only of Rajoy and Cospedal, but also, among others, that of the latter's husband,

Ignacio López del Hierro

and those of

Luis Bárcenas

and his wife,

Rosalía Iglesias

.

The

orange

formation

also wants former Commissioner Villarejo to attend the Chamber.

The work plan that the PSOE and United We can propose for the parliamentary commission does not, however, contemplate any restriction for the groups to request as many appearances as they wish.

It also foresees that its conclusions are ready within a period of three months.

The objective, as explained by the deputy of United We Can, is to demonstrate that the PP used means and resources from the Ministry of the Interior to "unlawfully pursue people and annul incriminating evidence."

"Operation Kitchen", Santiago has affirmed, "was organized irregularly by the former Minister of the Interior, Jorge Fernández Díaz, and the Secretary of State, Francisco Martínez. We are already used to cases of improper use of public assets by the PP. There are more than 260 open procedures and 600 leaders of the Popular Party who are or have been prosecuted, but what is really worrying is that a red line has now been crossed in the rule of law. This is not a hypothesis of the parliamentary groups is an attack of course to the rights of citizens. People have been persecuted for political purposes which is typical of authoritarian states, functioning as a true criminal organization. "

To all this, the president of the commission has taken for granted that this case "reveals" a worrying co-optation of the Judicial Power "on the part of the popular people whom he has accused of wanting" to control the

Supreme Court

through the back door;

to refuse to renew the constitutional organs, that is, to have the

Judiciary

kidnapped

and, furthermore, to sabotage it to control what escapes them. "

From the Popular Party they denounce that the commission will be nothing more than a "witch hunt" and argue that its conclusions are already drawn up in advance with an obvious sentence of guilt.

To this they add that both the Socialist group and the United We can have maneuvered to make the commission's work coincide with the pre-electoral period in

Catalonia

in order to "put them at the service of the political interests of both formations in the appointment with the polls" .

In this sense, the party has raised a question to the Committee Table prior to the approval of the work plan of the same so that it is referred to the

Central Court of Instruction number 6

headed by

Manuel García-Castellón

, a letter requesting to clarify "the constitutional rights that affect people who are being investigated in the judicial process and what should be the scope of the duty to safeguard the aforementioned rights by the commission of investigation."

Also, explain if "the political forces in the process that is being followed in the

National Court

(PSOE and UP) can use the documents that are part of the judicial file in the work of the commission" and, if that were the case , "what are the responsibilities in which they could incur".

In addition, the PP demands that the lawyers of Congress specify how the presidency of the commission should act to "safeguard" the rights of those appearing and report on "the duty of guarding official secrets" that could affect them.

The popular demand that the Kitchen commission does not begin its work until all these reports have been evacuated.

Consequently, the PP has not presented any list of appearing parties at the moment.
