Tian Xuejun, the vice minister of the Ministry of Education, stated in his explanation on the draft amendment that he would improve the legal responsibilities of imposter enrollment and maintain fairness in education.
In order to respond to social concerns and further clarify the legal responsibilities of imposters related to enrollment, this amendment changes Article 77 "Practice fraud in the recruitment of students" to "abuse of power, neglect of duty, and favoritism in the recruitment of students Fraudulent” and add two paragraphs, which respectively stipulate the legal responsibility for the act of enrolling by imposter and colluding with others, allowing others to use their own name and enrollment qualifications to replace enrollment.
