During the plenary session, Konstantin Zatulin, First Deputy Chairman of the State Duma Committee on CIS Affairs, raised the issue of the Ukrainian language law restricting the rights of Russian speakers.

Zatulin proposed to prepare a State Duma statement on this issue.

The State Duma speaker supported the deputy's proposal. 

“We will instruct Pyotr Tolstoy, head of the delegation of the Federal Assembly of the Russian Federation to PACE, to raise this issue at the PACE platform so that our colleagues, European parliamentarians, accordingly discuss issues related to human rights in Ukraine,” Volodin said.

Earlier, the Duma Council decided to send a delegation from the lower house of the Russian parliament to the PACE winter session in Strasbourg.
