China News Service, January 19, according to the WeChat official account of the Chengdu Intermediate People’s Court of Sichuan Province, on January 19, the Chengdu Intermediate People’s Court of Sichuan Province publicly sentenced Qin Guangrong, the deputy chairman of the Internal and Judicial Committee of the 12th National People’s Congress, to accept bribes. In the case, the defendant Qin Guangrong was sentenced to seven years’ imprisonment for accepting bribes and fined RMB 1.5 million; the property and fruits obtained by Qin Guangrong’s bribery were recovered and turned over to the state treasury.

Qin Guangrong expressed his obedience to the judgment in court and did not appeal.

  The investigation revealed that from 2003 to 2014, the defendant Qin Guangrong took advantage of his position as a member of the Standing Committee of the Yunnan Provincial Committee of the Communist Party of China, a deputy governor of the Yunnan Provincial People’s Government, a deputy secretary of the provincial party committee, a governor, and a secretary of the provincial party committee. Relevant units and individuals seek benefits in terms of project contracting, equity transfer, and job promotion and adjustment.

From 2000 to 2018, Qin Guangrong illegally accepted other people's property directly or through his relatives, which was equivalent to more than 23.89 million yuan.

On April 6, 2019, Qin Guangrong took the initiative to submit the case to the State Supervision Commission of the Central Commission for Discipline Inspection.

  The Chengdu Intermediate People's Court held that the defendant Qin Guangrong's behavior constituted a crime of accepting bribes, and the amount was extremely large and should be punished according to law.

Qin Guangrong had surrendered himself, all the money and material he had received had been recovered, he pleaded guilty and repented and received a reduced punishment in accordance with the law.

  Qin Guangrong was the first provincial and ministerial leader to surrender in the case issued by the National Supervision Commission of the Central Commission for Discipline Inspection.

The State Supervision Commission put forward suggestions for a lenient punishment to Qin Guangrong, and the procuratorial organ recognized Qin Guangrong's opinion that Qin Guangrong constituted surrender and can mitigate punishment.

The court then made the above judgment.
