It was during a press conference in October last year that Ivo directed strong criticism against the municipality of Norrköping and how the case with the three-year-old girl Esmeralda, who was found dead in January almost a year ago, was handled.

- It is not possible to describe this as anything other than a capital failure on the part of society.

A child in need of security has not been able to protect society, said Sofia Wallström, who is Ivo's director general, among other things at the press conference.

New plan of action

The municipality of Norrköping was commissioned to respond to the criticism by 1 February this year and describe the measures to be implemented.

The measures are now presented in an action plan that the social welfare board must decide on.

- The Social Welfare Committee commissioned us to produce an action plan in response to the shortcomings IVO came up with.

I see that large parts of our business have been involved in the work of reviewing what we can do differently.

It feels good to see the commitment the employees show when it comes to wanting to contribute to the development and improvement of our business, says Yvonne Thilander, director of the social services office in a press release.

Can pay fine

The municipality of Norrköping risks a fine of SEK 1 million sentenced in court if Ivo does not consider the measures to be sufficient.

According to the municipality, the action plan includes improvement and development work that includes several measures and activities to be implemented in 2021.
