The notice requires that all provincial education administrative departments should continue to organize special recruitment activities for publicly funded teacher students, and ensure that publicly funded teacher students who meet the employment requirements have positions and posts through priority use of empty placements, and it is strictly forbidden to "have placements without supplements", all Implement the teaching school.
Before the end of May 2021, ensure that 90% of publicly funded normal school students choose to teach schools through two-way selection.
At the end of June 2021, publicly-funded teacher students who have not signed a contract will have their files and household registration transferred to the provincial education administrative department where the student source is located, and the provincial education administrative department in conjunction with relevant departments will coordinate and arrange to teach in primary and secondary schools in areas where teachers are scarce.
The notice emphasized that all localities and relevant primary and secondary schools should improve guarantees in terms of enrollment, salary payment, and implementation of benefits.
All localities must include the on-the-job training of publicly funded teacher students in the "National Training Plan" and "Provincial Training Plan", implement preferential policies such as rural teacher living allowances and allowances for hard and remote areas, and provide office space for publicly funded teacher students to teach in rural areas. Necessary working and living conditions such as turnover dormitories attract publicly funded normal students to teach in rural primary and secondary schools after graduation.
It is reported that the Ministry of Education will work with relevant departments to establish a supervision mechanism for the employment of publicly-funded teacher students. Where the employment of publicly-funded teacher students is not well implemented, the local enrollment plan of the Ministry of Normal University will be reduced as appropriate.
