At least one person died as a result of an avalanche in the village of Dombai in the Karachay-Cherkess Republic.

This was reported by the Russian Emergencies Ministry.

“Unfortunately, during the search and rescue operations, rescuers retrieved one victim,” the ministry said in a statement.

Earlier, one person who died in the incident was reported to the Federal State Budgetary Institution "North Caucasian Militarized Service", but the Emergencies Ministry at that time did not confirm this information.

According to TASS, the president of the Dombai Alpine Skiing and Snowboarding Federation Hadji-Murat Marshankulov was killed in an avalanche.

According to the Ministry of Emergency Situations, from four to 12 people could be under the snow.

At the same time, the department said that six people were able to get out from under the snow.

Snow fell on two carriages with equipment rental, and the cafe was also damaged.

More than 200 people participated in the rescue operation at the scene.

Later, the Ministry of Emergency Situations said that search and rescue operations were completed due to the onset of darkness and adverse weather conditions.

The prosecutor's office of the republic intends to assess the actions of the authorized bodies.

"The prosecutor's office of the city of Karachaevsk organized an inspection in connection with the avalanche on January 18, 2021 at about 13:30 on the fourth line of the cable car in the village of Dombai," the ministry said in a statement.

It is noted that if violations of the law are detected, "exhaustive measures of the prosecutor's response will be taken."

The SK later said that the buildings covered with an avalanche did not belong to the Otdelnaya Mountain ski complex, but were built by citizens who joined the Association for the Organization of Recreation of Alpine Skiing Amateurs on the land allocated to them by the Norilsk city administration.

The department emphasized that the house in which the family was located, which died as a result of an avalanche, was built by the head of the family without permission without any permits.

Later, as part of the investigation of the criminal case, the head of the department for civil defense and emergency situations of the Norilsk city administration was detained.

According to the investigation, the suspect did not exercise proper control over the activities of his subordinates and did not check the completeness of information from the Ministry of Emergency Situations on weather conditions included by the operational duty officers of Norilsk EDDS.

The Investigative Committee is of the opinion that due to the suspect's negligence, the head of the Norilsk administration and other bodies and institutions were not warned of the avalanche danger and did not take the necessary preventive measures.

In addition, within the framework of one of the criminal cases on the investigation of an avalanche, the court in Norilsk placed under house arrest the operative duty officer of the Unified Duty Dispatch Service (EDDS) Igor Vakulenko.

According to the investigation, the forecast of possible emergencies was sent by the Ministry of Emergency Situations to the unified dispatch and dispatch service of Norilsk on December 30, 2020, but the operational duty officer did not include information on avalanche danger in the operational summary.
