According to the investigation, the suspect did not exercise proper control over the activities of his subordinates and did not check the completeness of the information from the Ministry of Emergency Situations on weather conditions included by the operational duty officers of the Norilsk Single Duty Dispatch Service.
As a result of the suspect's negligence, the head of the Norilsk administration and other bodies and institutions were not warned of the avalanche danger and did not take preventive measures, including in the area of the Otdelnaya Mountain ski complex.
