"The preparation of the "Guiding Opinions" lasted more than a year. It started in November 2019. The "Guiding Opinions" require that by the end of June 2021, all provincial-level ecological and environmental departments must establish and implement a positive list management system for normalized supervision and law enforcement in conjunction with the construction of an environmental credit system.
