Münster (dpa / lnw) - The Higher Administrative Court (OVG) Münster has received a first urgent application against the restriction of the radius of movement of residents of extreme corona hotspots in North Rhine-Westphalia.

The applicant was a man from Oer-Erkenschwick in the affected Recklinghausen district, a court spokeswoman said on Wednesday.

He applied for the central part of the new regional ordinance of the CDU / FDP state government to be suspended.

The state had introduced a controversial 15-kilometer rule in the districts of Höxter, Minden-Lübbecke and Recklinghausen as well as in the Oberbergischer Kreis.

Residents from these districts are only allowed to leave the area "as long as a radius of 15 kilometers as the crow flies from the border of their own home town (political municipality) is not exceeded."

Only those who do not live more than 15 kilometers away are allowed to enter.

There are, however, numerous exceptions.

The criterion for restricting the range of motion is an infection rate of “well over 200” per 100,000 inhabitants within seven days.

The regional ordinance surprisingly came into force overnight on Tuesday and had triggered sharp criticism from affected circles and the opposition.

It is initially valid until January 31.
