The Roads and Transport Authority in Dubai revealed to "Emirates Today" new standards have been adopted to regulate the transfer of purchases through electronic and smart platforms, which will contribute to reducing the risks of driving delivery bicycles in the streets of the emirate, because it requires professional licensing and specialized training for the driver, and an examination Annually, and carry a professional card issued by the authority, in addition to specifying a standardized capacity of the bike's engine and its validity period, the type and size of the box used to deliver the materials, and its location on the bike axis to ensure its balance and the driver's ability to see clearly in the side mirrors, as well as preventing the bike from traveling for distances Long or receiving requests that are beyond the driver's ability to deliver.
The authority stressed that the standards will oblige companies to apply conditions that contribute to reducing the possibility of accidents, by obliging the driver to the conditions for safe driving by ensuring that he is professionally fit, healthy and safe annually.
The Director of the Commercial Transport Activities Department at the Licensing Agency, Abdullah Ibrahim Al-Mir, told "Emirates Today" that the driving license for a delivery bike must be, according to the new standards, a professional license, because the driver uses it to practice a profession within the transportation activity in the emirate. He undergoes specialized professional training, which guarantees his safe riding, as well as teaches him how to deal with the customer and the types of objects transported.
Al-Mir confirmed that the standards that were included in more than 70 pages in Resolution No. 793 of 2020 regarding the activity of the Transportation and Delivery Administration for requests for electronic platforms and smart platforms, were developed after a thorough study of a number of regulatory systems adopted in a number of developed countries, pointing to the development of a regulatory system for the activity. , And tailored to suit the needs and rights of the parties involved in conducting the delivery activity within Dubai.
He added that the new standards link the license to practice the profession for drivers of delivery bicycles belonging to those platforms, with a criminal case investigation on an annual basis (instead of every two years).
It also requires a yearly "professional medical" examination (instead of every two years), to ensure his ability to drive safely.

Al-Mir emphasized that the standards oblige companies to implement requirements that ensure that the driver is not pressured by assigning him to deliver requests exceeding his capacity, or for long distances, pointing out that the driver drives recklessly because of pressure on him, while the new control system prevents him from assigning him to any requests outside a specific geographical area, as a result. The passage of requests to the driver through the authority system, through the control center of the licensing agency.
A fund that controls the temperature and Al-Mir stated that there are specific specifications that are required to be available in the purchase box to be connected, stressing that it will be of a specific size, color, and unified global specifications, to be adopted by all delivery platform companies operating in the emirate, pointing out that the only difference is to allow the development of the platform “logo” On the box.
He explained that the new standards will not burden companies with large sums of money, because the cost of the fund to be used according to the new decision is much less than the cost of the funds currently used, but it will meet the conditions in terms of size and raw material that composes it, which is able to control the temperatures inside it in summer and winter, To suit the climatic conditions in the Emirates.
He pointed out that the cost of the fund, which is internationally approved, will not exceed 500 dirhams, while those platforms are currently using funds whose cost exceeds 1,300 dirhams, adding that companies will not be obligated to choose the fund from an exclusive supplier, factory, or specific country, but that the fund conforms to the conditions. Approved by the authority.

He added that he would also prevent the driver from wearing backpacks while driving, because the bags represent one of the causes of unsafe driving, as well as they do not preserve the safety of the transported materials.
He explained that the approved standards that require companies to change the box every two years also oblige them to install the box on the bike axle, so that the weight is distributed on the axle, in order to ensure balance.
It is also specified to be installed at a distance of 25 cm from the right and 25 from the left from the fulcrum, so that the box is placed in a location that does not cover the driver’s view of the road through the side mirrors.
Al-Mir stated that the applied conditions require companies to replace the bike used for delivery every three years, indicating that it travels distances of up to half a million kilometers, which makes it unsuitable for use for more than three years.
The standards also specify the size and capacity of the bike's engine, to ensure safe handling on the roads.
Companies are required to provide location-access applications to ensure the availability of a route map in front of the driver, so that he can drive safely without wasting time or being lost on long routes.
He also confirmed that it will determine a location to install the mobile device on the bike, so that the driver can look at it and follow the road instructions through the GPS system in a way that does not distract him while driving.
Radioactive clothing
Regarding the type of protective and safe clothing during transportation via delivery bicycles, Al-Mir said that the approved standards require companies to provide clothes for the driver of "radium" radioactive in the dark, and a helmet of a uniform color (it is white), and it has an attached tape that also shines in the dark, to ensure the driver's safety And reduce the possibility of any accidents due to lack of awareness of the bike by vehicle users.
He added that the driver’s uniform must be made of an internationally standardized material, to be worn during the performance of this type of professional activity, so that it is suitable for the driver’s body during the summer or winter season.
It also protects his body in the event of a minor accident, so that it does not tear and be injured easily, in addition to obliging companies to spend a certain number of uniforms that enable him to replace it more than once during the week in order to maintain his personal hygiene.
He added that he also requires the exchange of shoes intended for the use of the bike, pointing out that there are shoes supported by a piece of iron installed on the front side of the shoe, which ensures that the driver can drive comfortably when changing the brakes.
It also protects his fingers and his feet in the event of a fall, or minor accidents.
Specialist training
Abdullah Ibrahim Al-Mir emphasized that the specialized driver training will have an important role in refining their driving skills, ensuring that they understand traffic laws, and that they are able to deal with all elements of the work they are doing in a safe manner for them and other parties.
