The lawyers of Congress have finally reported in favor of the qualification of a commission of inquiry in the Chamber to investigate the use of 'black cards' by the King Emeritus.

This Wednesday, the Board will debate its constitution again, but for the first time it will do so with the approval of the lawyers.

The request for a commission of inquiry was presented by Unidos Podemos and eight other nationalist and left-wing parties in the Chamber.

Even so, sources from the Socialist Group have confirmed the negative vote of the PSOE, so it is foreseeable that the investigation commission will not go ahead this time either.

The lawyers are this time in favor of the writing being qualified and transferred to the Board of Spokespersons "for its eventual inclusion in the agenda of a next plenary session."

It is the first time that the legal services of Congress have not reported against filing an investigation commission regarding Juan Carlos I.

The spokesperson for United We Can, Pablo Echenique, celebrated on Twitter the favorable report of the lawyers and reminded the PSOE that "there is no longer an excuse" to vote against this investigation.

"From now on, the decision is purely political," he added.

Support of independence and nationalists

Last December, the Board of Congress, based on the opinion of the lawyers, vetoed this same request due to a formal defect, since it had only been presented with the signature of United We Can, which does not have enough deputies to request a commission of inquiry itself.

To correct this error, Unidas Podemos re-registered the request, also adding the signature of ERC, Bildu, Más País, Compromís, CUP and BNG.

This text has now been accepted by the lawyers, who have given it their approval.

Until now, the PSOE had always shielded itself in the negative report of the lawyers to justify its opposition to the Congress investigating the King Emeritus.

This time he will have to give other arguments if he finally decides to vote together with the PP, Vox and Ciudadanos against the parliamentary investigation.
