  The full text of the white paper is about 26,000 words, in addition to the preface and concluding remarks, it includes eight parts. They are the concept of a community with a shared future for mankind, leading China's international development cooperation in the new era, making new progress in China's international development cooperation in the new era, and helping to jointly build the "Belt and Road" international Cooperation, promote the implementation of the United Nations 2030 Agenda for Sustainable Development, join hands to respond to global humanitarian challenges, support developing countries to enhance their independent development capabilities, strengthen international exchanges and tripartite cooperation, and China’s international development cooperation prospects.

  The white paper stated that China's international development cooperation in the new era is guided by the promotion of building a community with a shared future for mankind, with richer spiritual connotations, clearer target directions, and more dynamic actions and practices.

The scale of China's international development cooperation has grown steadily, and it is more inclined to the least developed countries in Asia and Africa and developing countries along the “Belt and Road” initiative.

  The white paper pointed out that since the joint construction of the “Belt and Road” initiative was put forward, China has actively carried out development cooperation in accordance with the development needs of relevant countries, and has played a role in deepening policy communication, accelerating facility connectivity, promoting unimpeded trade, promoting financial connectivity, and enhancing people-to-people connections. Countries develop and cultivate space, create opportunities, and promote high-quality joint construction of the "Belt and Road".

  The white paper stated that China has actively contributed to the implementation of the United Nations 2030 Agenda for Sustainable Development by supporting poverty reduction in other developing countries, improving the level of agricultural development, promoting education equity, improving infrastructure, and advancing the process of industrialization.

China adheres to a common, comprehensive, cooperative, and sustainable security concept, provides support to other countries within its capacity, and contributes to responding to major challenges and improving the global governance system.

  The white paper says that China, adhering to the concept of teaching people to fish, continues to increase assistance in technology and human resources development cooperation, continuously enriches the content of assistance, innovates assistance methods, and contributes Chinese experience and Chinese solutions to the capacity building of developing countries; Relevant international institutions and bilateral donors have conducted dialogues and exchanges, discussed and carried out tripartite cooperation with an open and pragmatic attitude, injecting new impetus into international development cooperation.

  The white paper pointed out that the new crown pneumonia epidemic poses a huge threat to the lives, health and well-being of people all over the world, and poses a major challenge to global public health security, and there is a long way to go to implement the United Nations 2030 Agenda for Sustainable Development. Looking to the future, China will continue to be guided by the concept of a community with a shared future for mankind, with a correct view of justice and interests as the value orientation, and actively carry out international development cooperation within its capacity to inject Chinese strength into global development.
