Russian Prime Minister Mikhail Mishustin signed a decree establishing a living wage in 2021.

“So, the subsistence minimum per capita will be 11,653 rubles, for the working-age population - 12,702 rubles, for children - 11,303 rubles, for pensioners - 10,022 rubles,” the government’s website said.

The publication of the Cabinet of Ministers notes that from 2021 the subsistence minimum is set immediately for a year, and not for a quarter, as it was before.

The calculation method has also changed.

Previously, the value of the subsistence minimum was determined on the basis of calculating the cost of products included in the consumer basket, but now it depends on the median per capita income in the country.

Recall that the value of the subsistence minimum is used to assess the needs of citizens when providing a number of measures of state support, in particular, a social contract, a monthly allowance for a child under the age of three years and payments for children from three to seven years old for low-income families.

According to the Ministry of Labor, in 2020 the value of the subsistence minimum per capita was 11,301 rubles.

The department indicated that the final indicator was calculated on the basis of Rosstat data on the cost of products included in the consumer basket.

“For the working-age population, this indicator will be 12,223 rubles, for pensioners - 9,299 rubles, for children - 11,203 rubles.

These are data from a preliminary calculation of the size of the subsistence minimum based on the prices of goods included in the consumer basket for 11 months of 2020, ”the ministry said in a statement published on December 31, 2020.

Note that in September 2020, the Ministry of Labor proposed to consolidate a new procedure for calculating the minimum wage (minimum wage) and living wage.

According to the new system, the ratio of the minimum wage to the median salary should be 42%, the subsistence minimum to the median per capita income for the previous year - 44.2% (in 2021).

Along with this, the minimum wage will not be able to decrease even with a decrease in the size of the median salary.

Later, the head of the Ministry of Labor Anton Kotyakov said that from 2021 the minimum wage in Russia will grow faster than the subsistence level.

The minister noted that with the new calculation methodology, both indicators will be calculated separately and will no longer depend on each other.

In particular, Kotyakov mentioned that in 2021 the difference between these values ​​could reach 90 rubles, and in 2022 - 500 rubles.

Subsequently, the Ministry of Labor made a forecast for the minimum wage in 2023.

The department believes that this figure will reach 14,176 rubles.

Vladimir Putin signed a law on a new method for calculating the minimum wage on December 30, 2020.

"From 2021, the ratio of the minimum wage to the median wage is set at 42%," the law says.

In accordance with the document, from January 1, 2021, the minimum wage is 12 792 rubles per month, for the next year - taking into account the value of the median salary for the previous one.

It is also noted that the minimum wage cannot be lower than the subsistence minimum of the working-age population for the next year.

Secretary of the General Council of United Russia, First Vice-Speaker of the Federation Council Andrei Turchak expressed the opinion that the new method of calculating the minimum wage (minimum wage) and the living wage affects almost all citizens of the Russian Federation.

“The most important thing is that now, under no circumstances will the minimum wage decrease when it is reviewed annually.

This will be closely monitored by the Russian Trilateral Commission, ”TASS quotes Turchak.

According to Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, the legislators will not be limited to changing the method of calculating the minimum wage and the living wage.

But the first step has been taken - the method of calculating the subsistence minimum has changed and, finally, the subsistence level has been torn off from the minimum wage ... This is the first time when the minimum wage is higher than the subsistence minimum.

At the same time, many benefits of a social nature, including benefits for families with children, are considered from the subsistence minimum.

Therefore, at least once a year, the Russian trilateral commission will consider the growth of the living wage ...
