The Administrative Measures for the Authorization and Award of Bachelor Degrees (Degree (2019) No. 20) and the Opinions of the Ministry of Education on Deepening the Reform of Undergraduate Education and Teaching and Comprehensively Improve the Quality of Talent Training (Jiaogao (2019) No. 6) propose to implement undergraduate graduation thesis Requirements, strengthen the supervision of the quality of undergraduate talent training.

The "National Standards for the Teaching Quality of Undergraduate Majors in Ordinary Colleges and Universities" also clarified the specific requirements for different professional undergraduate thesis.

Relying on relevant provincial education administrative departments and responsible comrades of universities to form an expert team, the first draft of the document was drafted on the basis of fully soliciting their opinions and suggestions.

Different from the sampling of doctoral and master's thesis, which focuses on the innovation and scientific research ability of graduate students, the sampling of undergraduate thesis focuses on the basic academic norms and basic academic qualities of undergraduates.

4. What is the proportion and scope of the sampling of undergraduate thesis?

  Answer: Undergraduate graduation thesis sampling is conducted once a year, and the objects of sampling are those awarded with bachelor's degree in the previous academic year. In principle, the sampling rate should not be less than 2%.

The provincial education administrative department adopts a random selection method to determine the sampling list, and the sampling papers should cover all undergraduate-level ordinary universities and all undergraduate majors in the region.

 5. How to carry out the random inspection of graduation thesis?

  Answer: The sampling of undergraduate thesis is managed by different levels.

The Ministry of Education is responsible for overall organization and supervision, the provincial education administrative department is responsible for the specific implementation, and the relevant universities cooperate with the implementation.

The relevant departments of the Chinese People's Liberation Army are responsible for the specific implementation of the random inspection of undergraduate thesis in the military system.

  The Ministry of Education has established a national undergraduate thesis sampling information platform to provide customized functions such as academic misconduct detection, graduation thesis extraction and expert review for provincial education administrative departments, and implement the whole process of undergraduate thesis sampling inspections for provincial education administrative departments Supervision.

  The provincial education administrative department adopts a random selection method to determine the sampling list based on the sampling information platform and the bachelor's degree award information in the region.

The sampling information platform is used to conduct academic misconduct detection on sampling papers, and the detection results are for expert review and reference.

Random matching method is adopted to organize peer experts to review random papers and put forward comments.

6. How to determine the "problem thesis"?

  Answer: The random inspection of the undergraduate graduation thesis is divided into two links: preliminary evaluation and re-evaluation.

In the preliminary evaluation stage, each paper will be sent to 3 peer experts. Among the 3 experts, 2 or more (including 2) experts will appraise graduation thesis as "unqualified" and will be identified as "problem graduation thesis."

Among the 3 experts, 1 expert commented as "unqualified" and will be sent to 2 peer experts for re-evaluation.

In the re-evaluation stage, more than one (including one) of the two re-evaluation experts will be deemed "unqualified" and will be identified as a "problem graduation thesis".

7. How to use the results of the undergraduate thesis sampling?

  Answer: The results of the random inspection of the undergraduate graduation thesis shall be fed back by the provincial education administrative department to the relevant colleges and universities, copied to the provincial degree committee, and reported to the Ministry of Education for the record.

It is mainly used in the following ways: First, the results of random inspections are disclosed to the public in an appropriate manner.

Second, for colleges and universities that have had “problematic graduation thesis” for two consecutive years, and the proportion is high or the number of papers is large, the provincial education administrative department should notify them within the province to reduce their enrollment plans and conduct quality interviews. Put forward a deadline for rectification requirements.

Universities should investigate the implementation of the personnel training responsibilities of relevant departments, colleges and individuals, and hold them accountable in accordance with relevant regulations.

The third is that for undergraduate majors that have many problems in random inspections for three consecutive years, those who fail to meet the requirements after rectification are deemed to be unable to guarantee the quality of training, and the provincial education administrative department should order them to suspend enrollment in accordance with relevant regulations, or the provincial degree committee Revocation of its bachelor degree authorization point.

Fourth, colleges and universities should investigate and verify graduation thesis suspected of plagiarism, plagiarism, forgery, tampering, buying, selling, and writing on behalf of academic misconduct in accordance with relevant procedures. If verified, the degree awarded shall be revoked and the degree certificate shall be cancelled.
