Emmanuel Macron promoted this Tuesday in Tours the reform of alimony, which ensures the payment by the State of unpaid pensions, a situation affecting 350,000 separated parents, 85% of mothers.

"It was a hidden continent", commented the Head of State, after listening for an hour and a half to four mothers and a father testify to the benefits of this device, which transforms the Family Allowance Funds (CAF) and Social Mutual Insurance for Farmers (MSA) as intermediaries for the payment of pensions. 

The system makes it possible not to give the ex-spouse his contact details, which is essential in the event of harassment.

The Head of State explained to Tours that he discovered this situation during the yellow vests crisis.

"We saw that there were a lot of single mothers on the roundabouts, who could not live although they worked because they could not touch the unpaid alimony".

By this first trip of the year, the Head of State also wants to show that he keeps his promises, despite the Covid-19 and the controversy over vaccination.

Claiming the "coherence" of his action, he summarized the aid and tax cuts decided after the "yellow vests" crisis, such as the increase in the activity bonus which complements low salaries, the reduction in tax on income and housing tax.

10,000 beneficiary families since October

The new “public maintenance service” allows a parent to request that CAF or MSA become the intermediary for the payment of his pension.

These are the organizations that collect the pension and pay it to the ex-spouse.

It is also the CAF or the MSA which takes care of the recovery in the event of non-payment and, in the meantime, pays the beneficiary a family support allowance (ASF) of 116 euros per child.

This system started on October 1 and benefited 10,000 families.

Since January 1, it has been extended to all parents who request it, including those who have not yet experienced unpaid bills.

It then remains in place until the child is 18 years old.

After 42 million euros in 2020, the cost of this device is estimated at 85 million in 2021 then 122 million per year from 2022, specifies the Elysee.

Inspired by Quebec, this reform targets some 350,000 people - mostly mothers - victims of unpaid or late payments, which concerns 30 to 40% of pensions.

The objective is to benefit 100,000 families per year, through the recruitment of 450 additional agents in the CAFs. 

The controversy over the slowness of vaccination, on which Emmanuel Macron refused to speak, was to be invited during a meeting with local elected officials which took place at the end of the afternoon at the prefecture of Tours .
