According to Magnus Svensson, business developer at the Swedish Transport Agency, the new rules are about creating a preventive effect and making it more difficult for those who want to systematically embezzle, such as car goalkeepers.

It's not about putting in the common man.

- Rather the opposite, that people open their eyes to the vehicle's debts and that you become more aware of them, he says.

In order for a vehicle to be subject to a driving ban as a result of unpaid parking fines, it is required - in addition to SEK 5,000 in unpaid fines and reminder fees - that at least six months have passed since the entire amount should have been paid.

But there is one exception.

- If the vehicle changes owner before the ban has taken effect - even if the debt is more than SEK 5,000 - the debt is zeroed in connection with the change of ownership, says Magnus Svensson.

If the change of ownership instead takes place after a driving ban has been imposed on the vehicle, it is the previous owner who is liable for payment.
