The government recently authorized by decree the "Covid Vaccine Information System", a computer file in which information on people vaccinated is gathered.

It was validated by the Data Protection Commission on Wednesday, but with safeguards.

Created by decree, it was validated by the Cnil, the gendarme of freedoms, on Wednesday, subject to compliance with medical confidentiality.

This file is sort of a large database of people who have been vaccinated.

It is built up as the campaign progresses with the personal information of French people vaccinated, or invited to do so.

The identity, contact details, social security number of the people concerned are collected, as well as some health data, but only those related to the vaccine.

Aggregated but anonymized data

This information is requested by the attending physician who prescribes the vaccine or by the staff who administer the doses in the laboratory or hospital.

The CNIL makes it clear that only health personnel and the National Health Insurance Fund have access to detailed data.

However, in a second step, they are anonymized and aggregated to allow the authorities to monitor the vaccination campaign at the national level… and to organize the supply of doses.

But the CNIL insists on one point: the file thus created can only be used in the context of vaccination against Covid-19.
