The so-called "Tibet Policy and Support Act of 2020" in the United States seriously violates the fundamental principles of international law and the basic norms of international relations, grossly interferes in China's internal affairs, and sends a serious wrong signal to the separatist forces of "Tibet independence". The Standing Committee of the People's Congress of the Tibet Autonomous Region strongly expressed this Outrage and resolute opposition.

The Standing Committee of the People's Congress of the Tibet Autonomous Region solemnly declares as follows:

Tibet has been an inalienable part of China since ancient times, and the Tibetans are a member of the Chinese national community.

Tibet affairs are purely China's internal affairs, and no foreign forces are allowed to make irresponsible remarks or gross interference.

Since the peaceful liberation, the Chinese Communist Party has led the people of all ethnic groups in Tibet to carry out democratic reforms, establish a socialist system, promote reform and opening up, and implement the party's ethnic and religious policies. Tibet has achieved all-round progress and historic achievements in various undertakings.

The "Bill" disregards facts, reverses black and white, uses human rights and religions as excuses to distort and smear Tibet's social development, groundless accusations, slander our national and religious policies, and interfere with the normal order of the reincarnation of Tibetan Buddhist living Buddhas. Tibet is prosperous and stable.

In Tibet today, the people are the masters.

In 1959, Tibet implemented democratic reforms and completely abolished the feudal serf system that united politics and religion. Millions of serfs were liberated and became the masters of the new Tibet, participating in the management of state affairs and independently managing the affairs of their own people and regions.

Currently, the Tibet Autonomous Region has more than 35,900 deputies to people's congresses at all levels, of which 92.18% are Tibetans and other ethnic minorities.

The People's Congress of the Tibet Autonomous Region and its Standing Committee have formulated and approved more than 300 local regulations and decisions of a statutory nature, which legally and systematically guarantees the rights of the people of all ethnic groups in Tibet to be the masters of their own affairs.

Today's Tibet is experiencing rapid economic and social development, and its people live and work in peace and contentment.

Before the peaceful liberation, Tibet did not have a single highway. Nowadays, highways, railways, and aviation are connected in all directions, and highways continue to extend. The total length of highways in the region has reached 103,600 kilometers.

Priority is given to the development of education, the implementation of the "Three Guarantees" policy and 15 years of publicly funded education, with an average education period of 9.55 years per capita.

Social employment is more adequate, the spiritual and cultural life of the masses is rich and colorful, and the traditional national culture is protected and passed on.

The level of medical and health care has been greatly improved. The population of Tibet has increased from 1.228 million in 1959 to 3.4382 million in 2018. The Tibetan population accounts for more than 90% of the total population, and the average life expectancy has increased to 70.6 years.

The level of social security has increased substantially.

In 2019, the per capita disposable income of urban residents and the per capita disposable income of rural residents increased by 10.7% and 13.1% respectively.

In 2020, Tibet has won a major victory in poverty alleviation. All impoverished counties have been lifted out of poverty and absolute poverty has been eliminated historically. The sense of gain, happiness and security of the Tibetan people has continued to increase.

Today's Tibet is united by ethnic groups, religious harmony, and social harmony.

The Party Central Committee has always been very concerned about Tibet. The Central Committee has held seven seminars on Tibet work, formulated a series of special preferential policies, and the people of the whole country have strongly supported Tibet.

The people of all ethnic groups in Tibet share the same heart with the people of all ethnic groups in the country, cherish national unity as cherishing life, and hug each other tightly like pomegranate seeds. The consciousness of the Chinese nation community is deeply integrated into the blood of the people of all ethnic groups in Tibet.

The Chinese government implements a policy of freedom of religious belief. Currently, Tibet has 1,787 venues for Tibetan Buddhism activities and more than 46,000 monks and nuns living in monasteries.

Traditional religious activities in Tibetan Buddhist temples, such as studying sutras, debating sutras, promoting degrees, religious festivals, passing sutras, and pilgrimage to Buddhism, are conducted normally.

The homes of religious people generally have sutra halls or Buddhist niches.

Living Buddha reincarnation is a unique way of inheritance of Tibetan Buddhism, with fixed religious rituals and historical customization.

The Chinese government has promulgated the "Regulations on Religious Affairs" and the "Administrative Measures for the Reincarnation of Living Buddhas of Tibetan Buddhism" to respect and protect the inheritance method of Tibetan Buddhism.

The Dalai Lama’s living Buddha reincarnation system has a history of several hundred years. The 14th Dalai Lama himself was found in accordance with religious rituals and historical custom, and reported to the then central government for approval.

Therefore, the US has no right to use religious issues to intervene in internal affairs, and its sinister intentions are clearly revealed.

Tibet today has a beautiful ecological environment and rich natural resources.

We firmly establish the concept that green water and green mountains are golden mountains and silver mountains, and ice and snow are also golden mountains and silver mountains. We insist on giving priority to protection and paying equal attention to construction. Various nature reserves have reached 1/3 of the total area of the Tibet Autonomous Region. Currently, various ecosystem structures in the Tibet Plateau Overall stability, Tibet is still one of the regions with the best ecological environment in the world.

More than 70 years since the founding of New China, and more than 60 years of democratic reform in Tibet, under the leadership of the Communist Party of China, in just a few decades, the poor and backward Tibet has been built into a new economic and cultural prosperity, comprehensive social progress, a good ecological environment, and a happy life for the people. Tibet, this is a fact for all to see.

Whether Tibet is developing well, religious freedom is not free, the Tibetan people have the most say, and the United States has no qualifications to act as referees and teachers.

What is even more outrageous is that the United States not only turned a blind eye to the development and progress of Tibet, but also tried its best to obliterate the achievements of the struggle of the people of all ethnic groups in Tibet and wantonly discredit the Chinese government's policy on Tibet.

This is to support and encourage the Dalai clique engaged in anti-China separatist activities. This is purely interfering in China's internal affairs and undermining China's development under the banner of religion and human rights. We firmly oppose this, and the sinister political conspiracy of the United States will never succeed.

At present, under the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, the people of all ethnic groups in Tibet are working together with the people of the whole country to create a happier and better life and realize the great rejuvenation of the Chinese nation.

The future of Tibet belongs to all the people of Tibet and to the entire Chinese nation. Tibet's tomorrow will be more brilliant!
