According to reports, this year is the second public release of this series of reports.

The report builds a monitoring and evaluation index system including five aspects: innovation governance power, original innovation power, technological innovation power, achievement transformation power, and innovation driving power, to monitor and evaluate the innovation capabilities of national innovative cities.

Among them, innovation governance power and innovation driving power are the common requirements of innovative city construction. Original innovation power, technological innovation power, and achievement transformation power reflect the main innovation functions of cities with different innovation levels, and guide cities to explore differentiated innovative development paths.

Get rid of investment dependence

Innovation drives high-quality development

Since 2008, the Ministry of Science and Technology and the National Development and Reform Commission have successively supported 78 cities (districts) to develop innovative cities.

The report shows that the ratio of fixed asset investment to regional GDP in 38 cities is lower than the national average over the same period.

Among them, Shenzhen, Guangzhou, Hangzhou, Nanjing, Wuhan, Suzhou, Xiamen, Wuxi, Ningbo and other cities are less than 60%, which means that these cities have got rid of investment dependence and embarked on the road of high-quality development driven by technological innovation.

The top 15 cities in this ranking are: Shenzhen, Guangzhou, Hangzhou, Nanjing, Wuhan, Xi'an, Suzhou, Changsha, Chengdu, Qingdao, Xiamen, Wuxi, Hefei, Jinan and Ningbo.

It makes sense for these cities to lead the way in innovation.

For example, the ratio of social R&D expenditure to regional GDP in Xi'an, Shenzhen and other places exceeds 3% (the national average is 2.19%); Shenzhen, Hefei, Suzhou and other places fiscal science and technology expenditure account for more than 6% of public fiscal expenditure ( The national average is 2.77%)……

To become a pioneer in innovation-driven high-quality development.

Give full play to innovative comparative advantages

Innovative cities have "personality"

Technological innovation is the core driving force of high-quality development, which is fully verified in the report.

The study found that the stronger a city's innovation capability, the higher its economic development level. Cities such as Shenzhen, Wuxi, and Suzhou make full use of external innovation resources, and their economic development level exceeds that of other cities with the same innovation capability.

The key to urban innovation and development is talent.

Shenzhen, Guangzhou, Hangzhou, Suzhou and other top-ranked innovative cities are also cities that have outstanding performance in gathering domestic and foreign innovative and entrepreneurial talents.

The report pointed out that, in accordance with its own science and education resources, industrial foundation, etc., cities have carried out innovative city construction according to local conditions, and initially formed a unique innovative development pattern.

Zhao Zhiyun introduced that in the classification and evaluation of the innovation capabilities of national innovative cities, the report divided 72 innovative cities into three categories: innovation sources, innovation growth poles, and innovation clusters based on the main innovation function (innovation level). .

——Fifteen innovative cities represented by Shenzhen, Guangzhou, Nanjing, Hangzhou and Wuhan.

There are many central-level universities and scientific research institutes in such cities, high-end scientific research talents are gathered, and original innovation ability is strong.

Cities such as Guangzhou and Nanjing accounted for more than 10% of R&D funding, which is more than twice the national average (5.5%).

——25 innovative growth pole cities represented by Suzhou, Wuxi, Changzhou, Dalian and Ningbo.

Such cities have certain scientific and educational resources, a high degree of marketization, and strong technological innovation capabilities.

For example, the R&D expenditures of industrial enterprises in cities such as Dalian and Wuxi accounted for more than 1.8% of their main business income, which was 1.4 times the national average (1.27%).

——32 innovation cluster cities represented by Foshan, Jiaxing, Taizhou, Shijiazhuang and Lianyungang.

Such cities lack science and education resources. At present, the innovation and development of cities is mainly based on the transformation and application of scientific and technological achievements. It is necessary to further create a good environment and gather various innovative resources.
