Recently, the Second Intermediate People's Court of Hainan Province issued a first-instance verdict on the case of defendant Zhang Qing and others involved in gang-related crimes.
The organization and leader Zhang Qing committed six crimes such as organizing and leading a triad organization. Several crimes were concurrently punished. The first instance decided to execute 23 years in prison, deprived of political rights for 3 years, and confiscated all personal property and fined 2.1 million yuan.
The remaining 38 defendants were sentenced to fixed-term imprisonment ranging from 1 year and 3 months to 18 years.
The investigation revealed that the underworld organization obtained huge economic benefits of approximately 56.416 million yuan through various illegal and criminal methods such as spreading obscene materials, opening bars, opening casinos, illegal operations, and loan sharking, which was used to maintain the organization's operations.
The organization, headed by Zhang Qing, has fixed members, distinct levels, and a large number of people. It has long used violence and threats in Dongfang City to carry out many illegal and criminal activities in an organized manner to do evil and oppress the people. The villagers gathered for a fight, causing three minor injuries and one minor injury; intentionally hurting others, causing serious consequences of one death and one injury.
At the same time, in order to seek illegal protection, the organization used illegal proceeds to woo and corrupt public officials and act as a "protective umbrella." As a result, many illegal and criminal activities carried out by the organization in the Xingang area of Basuo Town have not been cracked down or degraded for a long time.
The organization severely interfered and disrupted the normal economic and social life of the local people in the Xingang area of Basuo Town, Dongfang City, and the social impact was extremely bad.
The Second Intermediate People’s Court of Hainan Province, upon trial, held that the public prosecutor’s accusation that the case constituted a crime of a gangster nature and the alleged illegal and criminal facts are clear, the evidence is credible and sufficient, and the accusations are established and the defendants should be punished in accordance with the relevant provisions of the Criminal Law Therefore, the above-mentioned judgment of first instance was made.
