The corresponding initiative, the author of which is the deputy Dmitry Vyatkin, introduces amendments to the federal law "On meetings, rallies, demonstrations, processions and picketing." 

According to the parliamentarian's proposal, foreign states and organizations, international organizations and movements, non-citizens of Russia, NGOs acting as foreign agents, Russian citizens under 16 years old, as well as "anonymous donors" will not be allowed to finance such public events in Russia.

It is clarified that an "anonymous donor" means a natural or legal person who did not indicate certain information in the payment document for making a donation or they are unreliable.

So, for example, an individual must necessarily indicate the surname, name, patronymic, address of residence.

Earlier, the State Duma adopted in the third reading amendments to the legislation, which are aimed at regulating the activities of foreign agents.
