"Reconstruction of sobering-up centers will be in the powers of the regions, but the rules of operation of such specialized organizations and the types of assistance provided will be approved at the federal level - by a joint normative act of the Ministry of Health, the Ministry of Labor and the Ministry of Internal Affairs," the statement on the State Duma website says.

It is noted that the regions will be able to provide assistance to persons in public places intoxicated.

“One of the measures will be the organization of specialized institutions to provide assistance to the drunk,” added the department.

It is specified that the government will have to approve the rules for the operation of sobering-up centers.

The law allows the organization of institutions in partnership with private enterprises.

In November 2019, the State Duma adopted in the first reading a draft law on sobering-up facilities.
