The Federal Authority for Government Human Resources stated that the passage of new Emirati graduates to any training or qualification courses or programs is not a condition for appointment to any of the government agencies, stressing that the recruitment controls do not include any specific requirements for training by new graduates of citizens, while She affirmed her total keenness to support the efforts of qualifying new graduates before and after the recruitment stage, through four main channels for job qualification, which are: “Masar Program, Individual Development Plans, E-learning Platform in the Federal Government (Al Mawred), and Government Skills Bank.”

In detail, the Federal Authority for Government Human Resources confirmed that it is competent to develop permanent policies and frameworks to provide development and training opportunities for all human cadres working in federal agencies, based on the best practices and standards applied in the field of training and continuous learning, pointing out that they provide federal authorities in this context with two systems. Two permanent chairs, namely the Government's preferred training partner knowledge system, and the online training platform Al Mawred.

In a message addressed to the Federal National Council, the authority stated that it manages, in cooperation with the federal authorities, and in coordination with the Office of the Presidency of the Council of Ministers, indicators for training within the human resources capabilities in the federal government, noting that the controls of appointment in the federal government are subject to the articles of the Human Resources Law and its regulations Executive, approved job descriptions for federal government jobs.

She stated that the recruitment controls do not include any specific requirements for training by new graduates of citizens, but the authority is keen to support efforts to qualify new graduates before and after the appointment stage, through four main channels or mechanisms for job rehabilitation, the first of which is the "Masar Program", which aims to Attracting and sponsoring high school graduates from among the citizens of the country to obtain academic qualifications, in order to occupy civil jobs in the federal government sector according to the decision of the Council of Ministers organizing this, and the second "individual development plans", according to the mechanisms of the training and development management system and the job performance system, approved by the Council of Ministers And according to the electronic and smart mechanisms available by the authority.

The authority indicated that the federal government has three channels for job qualification represented in the Federal Government's e-learning platform, known as “Al Mawred”, and it performs its tasks through the authority’s cooperation with universities, educational institutions, think tanks, and global leading companies in the field of providing e-training and education. Specialized professional certificates, courses, electronic training programs, and educational materials for federal government employees, to develop the employee's behavioral and specialized skills from the beginning of the appointment, and for all employees at different job levels, and enable them to keep pace with work requirements in the federal government sector, in line with future aspirations.

She explained that the last job qualification mechanism is the "government skills bank", which is a channel that the graduate can benefit from by communicating with experts in the federal government, and acquiring new knowledge through the use of the platform, to request consultations in certain areas, which adds to the knowledge of the new graduate.
