It was revealed that the candidate Byeon Chang-heum signed a closed mutual cooperation agreement (MOU) with the solar energy company, where Heo In-hoe, who was his best friend when he was the president of the Seoul Urban Housing Corporation (SH), was the chairman.



According to the'Green Dream-related solar power supply business status' submitted by SH by the People's Power today (19th), on November 30, 2015, Mr. Heo supplied the solar power mini-power plant of the Green Dream Cooperative, where he was chairman. It was suggested to SH to do so, and the two sides signed a mutual cooperation agreement to promote the supply of'solar power mini-power plants' on December 30, a month later.



SH did not publicize this fact.



Green Dream, which had no record of installing mini power plants at the time of signing the business agreement, made its first achievement by donating 25 mini power plants to SH.



In 2016, we expanded our business by winning the qualification as a solar power mini-power plant supply company in the entire city of Seoul, with 456 cases in 2016, 4,399 cases in 2017, and 3,991 cases in 2018.




Green Dream also won 7 voluntary contracts for Candidate Byun's office as SH president (November 2014 to November 2017).



Former Chairman Huh, who served as the President of Korea University in 1985, is a friend from the 386 Movement.



He is being tried under arrest for requesting the National Assembly and some government agencies to supply wiretapping detection devices, and has been investigated once for illegal subcontracting in relation to the Seoul solar power plant project.



In addition, candidate Byun hired 9 outsiders for the first-class high-ranking positions during his tenure as president of SH, and suspicions were raised that many had academia with President Byun.



According to Congressman Jong-bae Lee's office, four were from Seoul National University's Graduate School of Environmental Studies, where President Byeon obtained his master's and doctorate degrees, and one was a university alumni.



Other outsiders were also known as people with a relationship, such as working for the same researcher as Candidate Byun.



In 2017, a national audit also pointed out the'recruitment of parachute', but candidate Byeon replied that he was "enlisting an expert."



In this regard, spokesman Yoon Hee-seok, the power of the people, urged the withdrawal of the nomination, saying, “I have been plagued by a stupid real estate policy for more than three years.”
